brides for Jewish men in
New York, President
Jimmy Carter will be asked

Rep. Stephen Solarz (D-
N.Y.) had asked Carter to
press Syrian President
Hafez Assad for permission
for the women to emigrate
when the two leaders met

Until recently travel re-
strictions on the 5,000-mem-
ber Syrian Jewish commu-
nity have been especially
strict, but Assad gave his
personal order for the emi-
gration permits for the
women.
Syrian Jews have been liv-
ing under heavy oppression
and more young men than
women have managed to
emigrate in recent years,

leaving a large number of
single women of marriage-
able age.
"Several hundred women
are getting along in age
and have little or no hope
of getting married here, -

UAW's Fraser Asks Carter
to Keep the U.S. in the ILO

United Automobile Work-
ers President Douglas Fra-
ser urged President Carter
Wednesday not to pull the
U.S. out of the International
Labor Organization.
The U.S. is planning to
withdraw in November,
after giving notice two
years ago because of anti-
Israel resolutions passed by
the ILO.
Fraser said the U.S.
should not abandon the ILO
but should instead work to
correct its deficiencies. He
said the ILO has had a cen-
tral role in promoting
human rights for workers,
"and our hopes for improv-
ing the lives of many will
greatly diminish."
Fraser said the UAW also
deplores the ILO con-
demnation of Israel, "a
friend of the UAW and a na-
tion with a strong, demo-,
cratic trade union move-
ment," But he said even Is-
rael has not chosen to with-
draw from the ILO.
Both the U.S. Chamber of
Commerce and the AFL-
CIO opposed the seating of
a Palestine Liberation Or-
ganization delegation at a
recent ILO conference and
the condemnation of Israel,
AFL-CIO President George
Meany and other labor lead-
ers say the ILO is Commun-

ascus.
Fifteen Jewish women,
most in their late 20's, are
expected to fly to the
United States next week
after being married in a
Damascus synagogue July
19. Thirteen were married
by proxy. and have never
seen their-husbands; Totah
stood in for the grooms at
the wedding.
Joseph Ackman of Balti-
more, Md., one of two
grooms who took part in
the mass marriage ceremo-
ny, said he came as a tour-
ist to Syria to see holy
places. One Saturday he at-
tended services at a Dam-
scus synagogue.
"Afterward, a lot of
people came up to me and
started asking if I was mar-
ried," said Ackman, who in
in his mid-30s and said he
had not been able to find a
girl friend in the United
States.
A family introduced him
to Shaila Kabariti, and they
decided to get married
even though they share a vo,
cabulary of about 100 Arab-'
is and English words.
The other groom was
Charles I. Betesh from
Brooklyn, N.Y., whose fam-
ily long ago emigrated to
the United States from
Damascus.
Steven Shalom, a New
York businessman, came to
Damascus earlier this year
to arrange the marriages.
Totah gave him a list of un-
married women and Sha-
lom found 13 willing
grooms in the U.S: The
proxy marriages were ,per-
formed because the grooms
could not afford to come to
Damascus, Totah said. The
emigration permits were
granted on the basis the
women were joining their
husbands.
Although diplomats said
restrictions on Syrian Jews
are being slowly relaxed,
Jews are still watched close-
ly and repressive measures
continue.
