The latest devaluation brought to six percent the total depreci- ation of the pound. during the four-month period that ended July 31. The law allows automatic devalua- tions by the Treasury of up to eight percent in any four- month period without re- course to the - Cabinet. The Cabinet approved an IL 123.96 billion budget for the current fiscal year which assumes a rise in the consumer price index of 28 percent. Mini-devaluations for the full year will amount to 20 percent and the rate of the pound to the dollar is expected to stand at IL 11-$1 by the end of the fiscal period; March 1978. The budget also envisions a gradual increase in the prices , of government sub- sidized goods and services such as bread, milk and public transportation. What was their crime? Genocide Pact Ratification WASHINGTON (JTA) Efforts to secure Senate ap- proval for United States ratification of the -inter- national genocide treaty have failed again, as Sena- tors supporting the 28-year- . old treaty agreed to post- pone a debate on the issue, conceding they do not have enough votes to overcome the opposition. The treaty, adopted by the United States in 1948, outlaws genocide, which it: defines as acts "intended to destroy, in whole or in part, a national, ethnical, racial or religious group" by kill- ing or otherwise abusing its members. The U.S. was a leading supporter of the treaty, drafted in the aftermath of the Holocaust, but remains one of the few 'major coun- tries still to ratify it. Being an international treaty, the President cannot sign it — without a resolution of con- sent and approval from the Senate. Although President Car- ter has gone on record as supporting U.S. ratification of the treaty, opponents have successfully lobbied against it. Conservatives, right wing-groups, and some constitutional and in- ternational_ law experts have opposed ratification as- serting that it could subject Americans, possibly even soldiers in combat, to extra- dition and trial in foreign countries, for alleged viola- tions of the treaty. Although its' upporters generally concede it - is mainly of symbol value, they maintain it is morally incumbent on the U.S. to sign • it. They said they would continue trying dur- ing the Senate August recess to line up the needed votes for Senate approval. Soviet Abuse of Psychiatry Detailed in Martin Article In a revealing article ap- pearing in Current Con- cepts in Psychiatry that has been given widest circula- tion among psychiatrists in this country and in other English-speaking countries, Dr. Peter A. Martin, the im- mediate past president of the American Psychiatric Association, shows how psy- chiatry is - being abused in Russia. In his article, "On the So- viet Abuse of Psychiatry," which he says came as an outgrowth of a previous ar- ticle on obnoxiousness, Dr. Martin presents evidence on how the Soviets intern political dissidents in men- tal hospitals since dis- agreement with the offical Soviet policy is considered a sympton of some deeper psychosis. In other words, it is not normal behavior. At the same time, accord- ing to Dr. Martin, the So- viets find that a dissident's clear conscience or lack of fear is another symptom of mental illness, since it is "irrational, unrealistic —or psychotic" behavior in the face of the consequences that await them. Dr. Martin enumerates re- sponses in opposition -to the abuse of psychiatry in the USSR, and noted that there is a movement to have the topic placed on the agenda of the World Psychiatric As- sociation conference meet- ing this month in Hawaii.
