Bomb Found in Haifa Revealed to Have Been Planted by Police

TEL AVIV (JTA) A bomb
alert last Sunday in the
Haifa market place was an
exercise ordered by the po-
lice high command to test
the efficiency of \ the police
and the response of the pub-
lic without the prior knowl-
edge of either, it was. dis-
closed Monday. A "bomb"

it was spotted by a vendor
and • police sappers deto-
nated the device after clear-
ing the area.
The device was not a
bomb but an explosive
which sounded like a bomb,
police sources revealed.
Only the top echelon of the
police was aware of this
and the men who responded
to the bomb warning and
the civil guard who evac-
uated the market were de-
liberately kept in the dark.
So was the news media.
Kol Israel Radio reported
a terrorist act narrowly
averted. Monday, the em-
barrassed radio manage-
ment was investigating why
the report was broadcast
without first checking with
the authorities.
Meanwhile, security cir-
cles expressed satisfaction
that the public was indeed
alert and that the police re-
sponded ewiftly and effec-
tively.
The exercise was appar-
ently ordered because of
the recent wave of terrorist
bombings in urban market
, places which caused more
than 40 casualties in the
past two weeks, including a
bomb blast in Beersheba
which injured 28 people
July 28 and a small explo-
sive charge which went off
Wednesday night in the cen-

the latest series of terrorist
bombing outrages. Interior
Minister . Yosef Burg told
the Cabinet that the police'
department has set up a
"think tank" which will ,de-
vise new methods of com-
batting the wave of terror-
ism. ,
One suggestion already
circulating in the news
media is the digging of
more "security pits" in pub-
lic thoroughfares so that a
suspected explosive charge
can be quickly and safely
disposed of and allowed to
blow up harmlessly.

Square Bomber Sentenced

TEL AVIV—An Israeli
military court in the West
Bank Monday sentenced to
life imprisonment an Arab
terrorist found guilty in the
Zion Square bombing in Je-
rusalem two years ago,
which killed 14 persons.
The accused, Ahmed Haj
Ibrahim Mousa Assad Ja-
bara, from the village of
Tourmus-Aya, placed an

old refrigerator full of explo-
sives in the busy Jerusalem
intersection during the eve-
ning rush hour,

named a barrack after
World War I fighter pilot
Wilhelm Frankl, the only
JeW to have been awarded
the Medal of Honor in the

The terrorist cells in both
towns operated independ-
ently but are believed to be
linked to Naif Hawatmeh's
Popular Democratic Front
for the Liberation of Pales-
tine. Hawatmeh's radio sta-
tion in Beirut boasted that
last week's Tel Aviv bOmb-
ing was its doing and warn-
ed American and European
tourists to stay away from
Israel because there would
be more bombings.
The Nablus cell is believ-
ed responsible for bombing
the Petah Tikva market-
place two weeks ago in
which a housewife was
killed and the Carmel. mar-
ket in Tel Aviv last week
where 11 persons were in-
jured. It is also accused of
planting a bomb in a Kfar
Saba bus on Jtily '18, 1976 in
which 11 passengers were,
injured. Members of the
same ring allegedly threw
a bomb at an Israeli Army
vehicle in Nablus last
March. The bomb did not
explode ,and was disman-
tled by sappers.
Members, of the Ramal-
lah cell are held respon-
sible for planting bombs in
three Jerusalem buses and
at three locations in Jerusa-
lem–the Manhaneh Yehuda-
market, Hagana Square
and the Shami St. movie
house. The group was re-
portedly in possession of
fire arms and explosives
when captured.
Security circles attributk
the new upsurge of terrorist
acts to several factors.
These include the fading
out of the Lebanese civil
war and a desire by the
PLO to restore its tarnished

JERUSALEM (JTA)—Is-
rael exported $84 million
worth of arms last year, al-
most double the value of
1975, said Michael Shor, di-
rector of Israel's defense in-
dustry.
