Department of Defense, the
Central Intelligencd
Agency, the National Secu-
rity Council, the Treasury,
the Commerce Department,
the Agriculture Depart-
ment, the White House sci-
ence adviser's office, the
Arms Control - and Dis-
armament Agency and the
National Aeronautics and
Space Administration.
According to the New
York Times, White House
officials said Brzezinski had
recommended that Shulman
and Vest be co-chairman.

Carter had met Shulman
only recently. Shulman had
divided his time between
Washington and New York
where he had retained his
teaching and other duties
as director of the Russian
Institute at Columbia Uni-
versity. He plans to take
leave from Columbia.

Shulman will be recog-
nized as the senior Soviet
specialist in the group.

Soviets Say Jews

cently by the Soviet Nauka
publishers, concludes that
Jewish political and eco-
nomic influence. is_so strong
in the United States that
there is little hope for
change in official American
support for Israel, says the
Soviet news agency, Tass.
The Tass account por-
trays America as a place
where one of every five mil-
lionaires is Jewish, where
one dollar of every five col-
lected by Richard Nixon
from major campaign con-
tributors in 1972 was do-
nated by Jews, • and where
Jewish money is prominent
in banking, trade and in-
dustry.
"Aid to Israel is the main
condition that secures Zion-
ist support for American
politicians," Tass said.
The Soviet Agency's ar-
ticle was one of several crit-
icizing last week's visit to
the United Staes by Prime
Minister Menahem Begin.

Illinois Congressman Sid-
ney R. Yates, President
Carter was reported to
have affirmed_ the position
he had taken at a March
town meeting in Clinton,
Mass., when he praised the
creation of the state of Is-
rael, and called for Israel's
right to exist in peace.
Yates stated that the
President agreed when he
pointed out that the State
Department "should not be
outlining in advance of Iz-
rael's negotiations with the
Arab nations any territorial
