"Two days before the Arabs' surprise attack," Latham says, "Secretary of State Kissinger met with Is- raeli Foreign Minister Abba Eban and told him, 'Noth- ing dramatic can happen in October.' Rabbi Hirsh Ginsberg, di- rector of the Union of Ortho- doxx Rabbis, said, "Till now, we had to protest against negative developments, today, however, we live with hope that we will merit seeing Israel bloom in the spirit of Torah." Accoring to the state- Zionist Congress Will Open Feb. 20 JERUSALEM (JTA)- Executive of the World Zion- ist Organization announced that the 29th World Zionist Congress will open in Je- rusalem on Feb. 20, 1978. It will last nine days and will mark both the 80th anniver- sary of the founding of the Zionist movement by Theod- or Herzl and the start of cel- ebrations of the 30th anni- versary of Israel's independ-' ence. Only a partial agenda was announced. It will in- clude a four-year program drafted by a team headed by Prof. Ranaan Weitz to deal with the structure of the WZO in Israel and abroad. Other items will be Zionism today and the prog- ress made over the last eight decades. _ A key event will be the election of a new chairman of the WZO and Jewish Agency Executives. The meeting between Begin and the Union was one of several the Premier had with Jewish communal and rabbinic leaders. politics it is conceded that the Arab states can afford many defeats, that for Is- rael one big loss could mean a major tragedy bor- dering on an irreparable crisis. If the view expressed in the New Times story truly emphasizes a conviction that Israel ought to have some setbacks, then there should be disillusionment on that score. Israel is strong because in weakness Israel collapses. Any other viewpoint must be viewed as giving comfort to those who would destroy the small Jewish state.
