Terrorists Voted Into UN's
W. Asia Economic Grouping

Palestine Liberation Organi-
zation has been accepted
into the United Nations Eco-
nomic Commission for West-
ern Asia (ECWA), thus
making it the first non-state
to become a full member of
a UN body.
The action took place
when the UN Economic and
Social Council (ECOSOC),
of which ECWA is a subsidi-

JERUSALEM (JTA) —
The Cabinet approved-last
week a government-spon-
sored bill that would bar
the extradition of Israeli
citizens charged with
crimes abroad.
The measure, drafted by
Attorney General Aharon
Barak on the instructions of
Premier Menahem Begin,
would provide for the trial
of such offenders in Israel.
If passed by the Knesset, it
would amount to the abroga-
tion of extradition treaties
that Israel has with 22 na-
tions.

stown Sunday to meet with
local Jewish community
leaders to finalize plans for
assisting the businessinen
and displaced persons.
More than 25 Jewish Busi-
nesses sustained severe
structural damage and loss
of stock, due to the mud
and water.
Since most of the Jewish
community lives in the sub-
urbs on higher ground their
homes were not damaged,
Young said. But 35 elderly
Jews who live in the city it-
self, mainly in apartments,
have been forced to find
temporary shelter with
other Jews in the suburbs
or in emergency shelters.
The two separate buildings
of the city's synagogue
were not damaged, Young
said.

There is still no elec-
tricity, water, or phone
service for the Johnstown
area and it may take a
month before things return
to normal, he said. Unable
to contact the Jewish com-
munity by phone, Young
went there in a private
plane and after receiving a
pass from the National
Guard, was driven into the
central city by jeep where
he met with Jewish leaders.
The Jewish owner of a
glass factory, in which
there was an explosion, was
one of the 14 persons in-
jured, Young said.
Young returned to John-
stown to determine the spe-
cific needs of the displaced
persons and businessmen.
A memo issued by the
CJFWF said: "We will help
them obtain the full assist-

ance of the Small Business
Administration and other
government aid, and to or-
ganize any special help re-
quired beyond that."

incompetent to try citizens
for crimes committed in
other countries.
Several months ago, the
Public Committee on Extra-
dition Legislation, headed
by District Court Judge Eli
Nathan, recommended that
extradition be continued,
though only on the basis of
reciprocity. Only one mem-
ber of the committee dis-
sented.
But the minority view
was supported by Begin
who countermanded an
order by former Justice
Minister Hayim Zadok for
Barak to draft a law in the
spirit of the majority legis-
lation.

ECWA is one of several re-
gional bodies answerable to
ECOSOC.
Melissa Wells, the U.S.
ECOSOC delegate, told the
Council before the vote that
the move would complicate
Middle East peace efforts.
' Theodor Meron, Israel's
Ambassador to the UN in
Geneva, who attended the
ECOSOC meeting as an ob-
server, assailed the accept-
ance of the PLO into ECWA
as "a clear breach of the
charter and of the law of
the United Nations".
The council, he warned,
was "opening a Pandora's
box to all future claim-
ants". The ECOSOC resolu-
tion amended ECWA's
framework which had al-
lowed only UN member
states to join.

JERUSALEM-
"Ma'agalim" — cycles — is
the title of a new sculpture
by Israeli artist Menashe
Kadishrrian which was un-
veiled recently on the Hebr-
ew Univeisity's Mount
Scopus campus.
The five-ton metal sculp-
ture, standing aboye the
Truman Research Institute
overlooking the Judean
Desert and the city of Je-

many, has been nearly com-
pletely destroyed by van-
dals. Most of the tombs-
tones in the 100-year-old
cemetery have been broken
and damage is estimated at
