Knesset Foreign Affairs Committee Shocked by Begin Peace Plan
JERUSALEM (JTA )—
The secret "peace plan"
that Premier Met, them
Begin took to Washington
elicited expressions of
shock, astonishment and se-
vere criticism from mem-
bers of the Knesset's For-
eign Affairs and Security
Committee where it was
presented Wednesday.
The negative reaction
crossed party lines. Not
only the opposition Labor
Alignment and DMC mem-
bers but some members of
Likud and its coalition part-
ner, the National Religious
Party, found the document
"Unsatisfactory."

torical grounds and the
other citing Israel's secu-
rity needs.
One MK called the docu-
ment "a primitive and
naive" presentation by an
"amateur." Another said
"it includes no plan and no
peace." Many found fault
with its "unpolished" Eng-
lish, but the criticism seem-
ed to focus on Begin's ex-
treme hard line.
While the plan agrees to
significant withdrawals
from the Sinai and certain
concessions on the Golan
Heights, it states flatly that
Judea and Samaria—the
West Bank—and the Gaza
Strip will not be handed
over to "foreign rule."
The document refers only
to full peace agreements
and rejects the idea of inter-
im agreements. It does not
specifically mention the es-
tablishment of diplomatic
relations with the Arab
states as part of a peace
agreement.
Critics said Begin's plan
was not likely to be accept-
ed by the U.S. or the Arabs
and warned that the rigid
stance on the West Bank
would lead to increased
pressure on Israel for much
greater concessions in other
areas. They said that in the
end, the hard line would
lead to more interim agree-
ments, something Begin spe-
cifically rejected.
Some MKs suggested that
the document would con-
vince extreme Arab leaders
that they no longer have
anything to gain from pur-
suit of a political solution
and will channel their ef-
forts to the military option.

U.S. Legislators Meet Sadat, Arafat
WASHINGTON (JTA)—
An American Congressional
group visiting Cairo were
told by Egyptian President
Anwar Sadat that Egypt
would normalize relations
with Israel five years after
both sides implemented a
peace agreement but that
Egypt would not implement
the accord until the last Is-
raeli soldier left the occu-
pied territories.
Reports reaching here
from Cairo also quoted in-
formed sources as saying
that -two memb?.rs of the
Congressional delegation
led by Rep. Lee Hamilton
(D-Ind.) met with Yasir
Arafat, chairman of the Pa-
lestine Liberation Organiza-
tion, and with three other
PLO leaders in Cairo after
the legislatcors had met with
Sadat.
Hamilton said he got the
impression that the PLO
chief "accepts Israel" and
is willing to live in peace
with it. Hamilton, who is
chairman of the House In-
ternational Affairs Com-
mittee's Subcommittee on
Europe and the Middle
East, also suggested that
the U.S. should initiate dis-
cussions with the PLO al-
though he did not regard
Arafat as "the only, Palesti-
nian leader we ought to con-
tact."
Hamilton described Ara-
fat as "a friendly and cour-
teous n...1.n" who is "passion-
ately committed to the Pa-
lestinian cause" and
"speaks strongly of Palesti-
nian suffering." But he
characterized Arafat's state-
ments as "circuitous" and
stressed that the PLO lead-
er's views were inferred
rather than explicit.

NEW YORK (JTA)—Res-
olutions hacking the Equal
Rights Amendment and lib-
eralized abortion laws
adopted by the New York
State Women's Meeting
which took place July 8-10
in Albany, was criticized by
Mrs. Josephine Reichel, na-
tional co-chairwoman of
Agudah Women of Amer-
ica.
The Agudah Women's lead-
er also charged that Or-
thodox women were pur-
posely excluded because of
their differing position on
these key issues affecting
women.
Mrs. Reichel pointed to
the meeting's holding its
main sessions on Saturday
as the best example of the
attempts of the conference
to exclude women with dif-
ferent ideas.
The Albany conference is
a prelude to the National
Women's Conference which
will take place from Nov.
18-21 in Houston and is au-
thorized by a $5 million ap-
propriation from Congress.
"One must wonder whether
Orthodox Jewish women
are not somehow purposely
excluded from conference
participation because of
their differing views on
such major issues as the
Equal Rights Amendment
and abortion legislation."
Meanwhile, it was report-
ed that the women's move-
ment presents both reli-
gious and. secular chal-

lenges to the Jewish com-
munity, according to Leona
Chanin, president of the
American Jewish Congress
national women's division.
Speaking at the 13th an-
nual American-Israel Dia-
logue entitled "The Individ-
ual Under American, Is-
raeli and Halakhic Law,"
which was held in Jerusa-
lem two weeks ago, Mrs.
Chanin said she believed
the women's movement will
serve to strengthen organiz-
ed Jewish life.

In a related development,
the United States govern-
ment has donated an addi-
tional $22 million to the
United Nations Relief and
Works Agency for Palesti-
nian Refugees in the Near
East 1UNRWA). This is in
addition to the $26.7 million
which the U.S. has already
contributed to the agency
for 1977. Despite this,
UNRWA's deficit is still
$17.6 million on an annual
budget of $135 million.

ed to Carter was intended
to be the basis for talks be-
tween the premier and the
President, that it expretses
the government's point of
view and does not claim to

an opening step in contin-
uing talks with the U.S and
later with the Arabs.
