Lipshutz would not com- ment when he was asked if he felt the Administration had indulged in too much discussion of details of a possible Middle East settle- ment and thereby prompted Israeli concern over the pos- sibility of an imposed settle- ment. WASHINGTON—There is evidence that Panamanian leader Omar Torrijos has struck a secret deal with Li- byan head Muammar Qad- dafi to give the Arab ex- tremist a foothold in the western hemisphere and to co-operate with the Arab boycott against the Jews, according to columnist Jack Anderson. Two months ago Qaddafi invited Torrijos to Tripoli, where the two pledged polit- ical allegiance to each other, arranged to ex- change military delegations and agreed upon economic co-operation. Anderson asserts the two leaders have come to a se- cret understanding with some "ominous overtones" exemplified by a secret Pan- amanian document which certifies that a contractor, who is building a hydro-, electric project in Panama, "has never, has any ties of any kind with Jewish or Zi- onist firms nor persons." The document is dated April 28, 1977, 11 days after Torrijos returned from Libya. Anderson also cites a sud- den flurry of anti-Semitism in Panama, with anti-Jew- ish handbills being circu- lated, the granting of Libya one hectare of land in Pan- ama, and the arrangement to establish a $100 million Arab bank of Libya in Pan- ama as examples of the in- roads Qaddafi has made in the Central American state. Torrijos in the past has been a mild Israeli suppor- ter, but it is feared Panama is „in such desperate firian- cial straits that he might be willing to change his atti- tude in return for Arab money. - the Administration's human rights policy and the Presi- dent's recent statements on a Palestinian homeland. Asked about - the Adminis- tration's position on the Jackson-Vanik Amendment, Lipshutz said he did not know of any recent state- ments on the matter but that "obviously it will be en- forced because it is on the books." The 40 representatives of national Jewish organiza- tions who met with Presi- dent Carter at the White House on July 6 included three from the Detroit area: Mrs. Joseph Maltzer, Martin Citrin and Max M.
