Blacks March on Lubavitchers,
Accuse Hasidim of Brutality

BROOKLYN,
N.Y.-
About 500 black residents of
the Crown Heights section
of Brooklyn demonstrated
peacefully in front of the
71st Precinct station house
Saturday to protest alleged
brutality by a Lubavitch ci-
vilian anti-crime patrol in
the area. –
The Hasidim formed the
patrol after a 16-year-old
son of a rabbi was knifed to
death in the neighborhood
June 12.
The blacks have accused
the patrol of using brutal
tactics against black young-
sters. Spokesmen for the pa-
trol deny any assaults on
blacks, but say they defend
themselves if attacked.
After an hour, the demon-
strators marched to 770
Eastern Parkway, world
headquarters of the Lubavit-
cher movement, where they
again protested the patrol.
Meanwhile, in Rockland
County, near New York
City, Hasidic Jews are final-
ly free for the first time in
years from the harass-
ment—and sometimes brut-
al assaults—they encoun-
tered as they walked at
dusk through country lanes
to Sabbath services in their
small synagogues.
The peace comes after
the efforts on the July 4
weekend of a special tactic-
al police squad organized
by the Ramapo Township
Police Department. Police
decoys dressed in character-
istic Hasidic garb arrested
11 young people over the
holiday weekend on charges
of harassment, disorderly
conduct and unlawful use of
fireworks. Most of those ar-
rested were under 16 years

old.
Much of the harassment
was attributed to ant-i-Se-
m i tic rumors spread that
the Hasidim do- not pay
taxes. Rumors that many
Hasidim had obtained
exemption from real-estate
taxes because their homes
were used as religious cen-
ters gained credence in the
community when members
of the Universalist Life
Church cited the precedent
in their fight for property
tax exemptions.
Officials estimate that
about half the town's popu-
lation of 85,000 is Jewish
and that no more than 4,000
of these are members of Or-
thodox groups, some of
whom have established
synagogues in their homes
to maintain- places of wor-
ship within walking dis-
tance.
