Friday, July 8, 1977 5 THE DETROIT JEWISH NEWS Sadat Agrees to Begin Proposal for Geneva JERUSALEM (JTA) - Premier Menahem Begin of Israel and President Anwar Sadat of Egypt appear to be in agreement that the Geneva Peace Conference should be reconvened in Oc- tober. On Tuesday, Begin suggested Oct. 10, shortly after the end of the Jewish High Holidays, and Sadat was quoted as saying in an interview that this was an "encouraging sign." October was originally mentioned by Begin. Sadat vonded favorably in a .!ech in Libreville, Gabon on Monday but reiterated Arab demands that the Pa- lestine Liberation Organiza- tion be a participant in peace negotiations. Israel is adamantly opposed to a sep- arate PLO role. Nevertheless, Begin wel- comed Sadat's response. He said that "any positive reac- z U.S. ambassador's resi- dence were reassured by the American envoy, Sam- uel Lewis, that President Carter has not changed his conceptions as to the es- sence of an Israeli-Arab peace settlement. Jacob K. Javits (R-NY) and others that the Administration has been too specific on its ideas for a solution and has been pressuring Israel. Carter said that it had been "good" to have an open discussion on the issues so that Israel and the Arab states can have a bet- ter "understanding" of each other's views. He said the U.S. position was that of a mediator and it would be effective in this role only to the "degree both sides trust us." But Carter stressed' again that the U.S. will "never" abandon its "commitment to Israel and I have made this clear to every Arab leader." Rabbi Joseph Sternstein, president of the Zionist Or- ganization of America, said Vice President Walter Mon- dale stressed during their half-hour meeting at the White House last week that the Carter Administration on the whole is extremely sensitive and aware of the disturbance within the Jew- ish community over Admin- istration expressions regard- ing Israel and the Middle East. Those fears, compounded by the State Department statement calling for Israeli withdrawal from occupied territories and a homeland for the Palestinians, were downplayed only slightly by Begin, who said he was pre- paring for his Washington visit with the trepidation of a Jew preparing for the Day of Atonement. Begin said, however, that he had information about the statement that may allow some good to come out of the bad. He would not elaborate. Both the White House and State Department con- tended that National Secu- rity Affairs advisor Zbig- niew Brzezinski did not in- itiate the statement, but they would not identify the originator. CBS correspondent Mar- vin Kalb, in a broadcast last week, said Brzezinski was responsible and that "indirectly, the President seemed to be admitting that the statement was a blunder." A State . Department spokesman said the state- ment, in its final form, was the "product of con- sultations by the Secretary of State and the National Security Council."
