pending a further exam-
ination of that country's
emigration policies. They
said they were "greatly dis-
turbed" by the fall-off of
Jewish emigration from Ro-
mania.
Testifying before the Sen-
ate Finance Committee's
subcommittee on inter-
national trade were William
Korey, representing the Con-
ference of Presidents of
Major American Jewish Or-
ganizations, and Jacob Bir-
nbaum, national director of
the Center for Russian and
East European Jewry, who
also represents the Student
Struggle for Soviet Jewry.
Also testifying was Mat-
thew Nimetz, a State De-
partment counselor, who
urged continuation of MFN
status for Romania as a
means of bolstering Presi-
dent Carter's initiatives to
reduce East-West tensions.
Korey said that while the
American Jewish commu-
nity recognized "the exten-
sive religious and cultural
liberty which the Romanian
Jewish community has en-
joyed, we are greatly dis-
turbed, howver, by the de-
crease in Jewish emigra-
tion." He said that was in
"sharp contradiciton to the
large number of Jews who
have indicated they want to
leave Romania to reunite
with their families in Is-
rael."
Birnbaum,
who was
asked what is wanted from
Romania, replied, "Early
permission to leave for
those waiting for more than
a year; cessation of the var-
ied harassments; and
steady growth in the emi-
gration flows to the United
States and a reversion of
the flow to Israel to the
1973-74 levels of between
300-400 monthly."

APA Denouneet Phony Document
NEW YORK (JTA)—A
statement purporting to ex-
press the view of the Ameri-
can Psychiatric Association
that Jews are not wanted in
that organization has been
denounced as fraudulent by
the APA's spokesman in
whose name the statement
was released.
The statement was attri-
buted to Robert Robinson,
director of public affairs
for the APA.
Contacted by the Jewish
Telegraphic Agency at the
APA's national headquar-
ters in Washington, Robin-
son said: "I have never
heard of the agency and to
my knowledge have never
talked to any representa-
tive of it, and if I had
talked to any such person I
would have talked in
exactly the opposite view to
what I am accused of
saying. There is no Jewish
problem in this association.
I have never in all my 29
years here heard anyone
refer to 'ethnic balance' as ,
a problem."
