Israel to confer with him
and his principal aides in
Washington July 19-20.
Begin announced in Jerusa-
lem that he had received a
letter from Carter contain-
ing warm congratulations
and an official invitation to
visit Washington during the
week of July 18.
Carter's letter was re-
ceived within hours after
Begin's government was
sworn into office following
a long Knesset debate. Ac-
cording to the text of the let-
ter released by the prime
minister's office in Jerusa-
lem, the President ex-
pressed a desire to estab-
lish a personal relationship
with the new Israeli leader
and to exchange views on a
Middle East peace settle-
ment and other matters of
mutual concern to the U.S.
and Israel.
White House Press Secre-
tary Jody Powell who an-
nounced the invitation here,
was asked by reporters if a
reassessment of American
policy has been taking
place and whether a Gen-
eva conference on the
Middle East is still possible
this year. Powell replied
that U.S. policy has not
changed and that that Car-
ter Administration still
hopes to see the Geneva
conference reconvened in
the next six months, provid-
ed that the necessary
groundwork is laid.
In keeping with the visits
here of former Israeli Pre-
mier Yitzhak Rabin and the
leaders of Egypt, Jordan
and Saudi Arabia in April
and May, Begin's visit is ex-
pected to include meetings
with Secretary of State
Cyrus Vance, Treasury Sec-
retary W. Michael Blumen-
thal and Defense Secretary
Harold Brown as well as
with key members of the
Senate and House com-
mittees dealing with foreign
affairs.
One key Senator, Richard
Stone (D-Fla. ) met with
President Carter last week,
his first meeting with the
Pi esident since returning
from a fact-finding tour of
the Middle East.
Stone, who is chairman of
the Senate Foreign Rela-
tions Committee's sub-
committee on Near Eastern
and South Asian affairs, pro-
posed that preliminary
talks begin immediately be-
tween representatives of
the opposing parties in the
Middle East on a working
level and without deadlines.
He suggested that such
talks deal with matters
other than the prime issues
of borders and diplomatic
exchanges. The President's
reaction to his proposal has
not been disclosed.
Stone said that Begin is
willing to negotiate with the
Arabs "on everything, in-
cluding the West Bank."

Twenty-four major business
companies whose headquar-
ters are located in the Phila-
delphia area have reported
a substantial increase in
the number of Jewish execu-
tives in managerial posi-
tions and in proportion of
Jews on their boards of di-
rectors.

Israel Withdraws
Chile Ship Invite

TEL AVIV (JTA)—Israeli
authorities have withdrawn
an official invitation to the
Chilean naval training ship
Esmeralda to visit Haifa.
The move represented a
reversal of a decision to
allow the courtesy call to
take place. Protests against
the visit were raised in
some quarters because the
Esmeralda had been em-
ployed as a prison ship
where political prisoners
were incarcerated and alleg-
edly tortured after a mili-
tary junta overthrew the
Chilean government of Pres-
ident Salvador Allende
three years ago.
The authorities said the
Esmeralda would be permit-
ted to call at Haifa to re-
fuel and replenish its food
and water supplies if neces-
sary.

Dutch Opinions

AMSTERDAM (ZINS )—A
public opinion poll taken by
the newspaper Trud shows
that 49 percent of the Dutch
feel friendly to Israel, 43
percent favor a Palestinian
state, and 55 percept favor
an Israeli return of occu-
pied terrorities in return
for secure borders and an
Israeli-Arab peace treaty.

who was elected general
chairman of the United Jew-
ish Appeal May 21. began
his duties at a time of un-
certainties over Israel's
next government and the
United States' position to-
ward a settlement in the
Mideast and its relations
with Israel.
Strelitz says that despite
the uncertainties, or maybe
because of them, American
Jewry's support of Israel
"is more positive now than
in recent months." This sup-
port. Strelitz believes. will
increase in months to come
and will be manifested in in-
creased contributions to the
UJA.
The 53-year-old Jewish
leader from Norfolk., Va..
also said that the victory of
the right-wing Likud Party
in the May 17 general elec-
tion in Israel did not affect
American Jewry's attitude
toward Israel.
