The major surprise was Sharon's agreement to take the Ministry of Agriculture. He had been slated to head a new ministry coordinat- ing the various security services. The DMC ob- jected to the creation of such a ministry and Begin's abandonment of that por- tfolio, for the time being, was seen as a gesture to- ward the DMC. Sharon told newsmen that he had ac- quiesced because the most urgent task was to form a new government without delay. Three ministries are being held open for the DMC—Social Betterment, Communications, which will include transportation, and Justice. Begin's government took the oath of office in the early hours of Tuesday morning after nine hours of angry, often bitter debate in the Knesset. Begin won the vote of confidence he had asked for in his in- augural speech to the Knes- set as premier Monday af- ternoon. There was a good deal of heckling from both the gov- ernment and opposition sides of the chamber during the prolonged debate. But a storm erupted when the new foreign minister, Moshe Dayan, mounted the podium. Dayan, the last speaker before the voting, had remained in an anter- room most of the night and did not hear the attacks on him by many of his former Labor Alignment col- leagues As he began to speak, he was drowned out by cat- calls and shouts from the Labor Alignment benches demanding that he return the Knesset seat to which he was elected on the Labor ticket. When the speaker finally restored order, Dayan said the new government differ- ed from its predecessor on foreign policy matters on only one issue—its objection to the partition of the West Bank. "If the Arabs ever propose a partition we always disagree could among ourselves and even divide on it. But there is no point in doing so now, when they reject all our pro- posals and insist on total withdrawal," the new for- eign minister said. On Sunday, Likud signed a 46-clause coalition agree- ment with the NRP and the Agudat Israel that gives the religious factions a virtual carte blanche in the enforce- ment of their religious and social precepts on the na- tion. Likud promised another law that would prevent the performance of autopsies unless permitted by the family or by a committee consisting of two doctors and a rabbi. It promised ' amend Israel's abortion 4.i. to deny abortion for econom- ic or social reasons. The agreement calls for a total ban on public transpor- tation on the Sabbath and a review of Sabbath work per- mits to reduce work on Sat- urday to a minimum. Sab- bath work permits would be denied on grounds of eco- nomic hardship. Under the agreement, a certificate approved by a rabbinical court, a civil court or a notary to the ef- fect that a woman of mili- tary age is religiou would be sufficient to obtain her release from military serv- ice. Nine clauses of the coali- tion agreement provide in- creased power to the rabbi- nical courts. They are in- vested with the right to im- pose and carry out sentences. The agreement also prom- ises enactment of laws against fraud in kashrut, against marketing pork in Jewish population centers and against pornographic films.
