In other West Bank vil- lages a call for a strike was not observed and most West Bank workers went to their jobs as usual. Israeli troops and police were heavily reinforced on the West Bank. In Nablus there were several in- cidents with tires being set on fire. Police detained sev- eral persons. In Yamit, the new Jewish seaside city being built near Gaza, a memorial monument was unveiled in honor of the soldiers of the armored divisions who were killed in the Six-Day War. PARIS (JTA)—Dr. Eliahu Ben-Elissar, a close associate of Likud leader Menahem Begin, said at a press conference here Tuesday night that Begin will go to Washington in July for talks with Presi- dent Carter and will raise new ideas for solving the Middle East conflict. "Up till now diplomatic in- itiative generally stemmed from Washington or Cairo. From now on, Jerusalem will launch new diplomatic initiatives," Elissar said. But he refused to say what those initiatives might be. He forecast that the Gen- eva peace conference would reconvene later this year, probably in November or December. He said that a Palestinian delegation would be barred from par- ticipating in any, form what- ever. Elissar, who is regarded as a Likud spokesman, is in Paris on what he called a semi-private visit. He said Likud would try to explain its positions to Jewish corn- munities throughout the world and planned to con- vene a world conference of Jewish communities shortly for that purpose. The Likud victory in Is- rael's parlimintary elec- tions has disturbed many prominent members of the French-Jewish community. One of them, former Min- ister Daniel Mayer, has re- signed from the board of the bi-weekly publication of the French Zionist Feder- ation, La Terre Retrouve (The Re-Found Land) and announced that he will dis- continue the column he has been writing for the last six years. Last week, in Washing- ton, the personal representa- tive of Begin outlined Is- rael's future course for a Middle East settlement that appeared strikingly similar to the positions taken by Je- rusalem governments since the Six-Day War. Stone Brings Letter from Begin for Jimmy Carter TEL AVIV (JTA)—A mes- senger from Likud leader Menachem Begin delivered a manilla envelope to Sen. Richard Stone (D-Fla.) just before he boarded a U.S. Air Force plane at Ben Gu- rion Airport Sunday at the end of his four-day visit to Israel. The envelope is be- lieved to have contained a message from Begin to President Carter. Stone, on a Mideast fact- finding mission, met twice with Begin during his stay in Israel. He was report- edly given to understand that there will be no signifi- cant changes in Israel's ap- proach to the Geneva con- ference under a Likud-led government. , Like the outgoing Labor Alignment regime, a govern- ment headed by Begin will be ready to attend the Gen- eva conference on the in- vitation of the co-chairmen, the U.S. and the USSR, on the basis of Security Coun- cil Resolutions 242 and 338 and without the participa- tion of the PLO, Stone was told. He was also reportedly told that while the new gov- ernment would be ready to negotiate territorial con- cessions in Sinai and on the Golan Heights, Begin made it clear that there was no readiness to withdraw from the West Bank. Nevertheless, there are in- dications that the hard line statements by Begin after his May 17 election victory may undergo considerable modification even before he takes office in order to per- suade the Democratic Move- ment for Change to join his coalition. But so far, he said, he has not arranged meetings with U.S. offi- cials. He also will visit with Jewish communal leaders in New York and Washing- ton.
