Schindler spoke to report- ers at the State Department after he had met for an hour with Under-Secretary of State for Political Affairs Philip Habib, and Assistant Secretary for Middle East Affairs Roy Atherton. Schindler, chairman of the Conference of Presidents of Major American Jewish Or- ganizations, was accom- panied by the Conference's executive secretary, Yeh- uda Hellman. The purpose of this meet- ing, Schindler said, was to inform the State Depart- ment exactly what he had learned in Israel where he met during the past week with Premier Yitzhak Rabin and his prospective successor Menahem Begin and a number of other Likud leaders. Schindler also met at - the White House with President Carter's counsel, Robert Lipshutz, and the head of the President's Council on Domestic Affairs, Stuart Ei- zenstadt. Schindler responded "ab- solutely" when he was asked in relation to this meeting whether there is "uneasiness" in the Jewish community over recent White House statements on the Middle East. He stressed that the commu- nity would be united "to see to it that in this period of interregnum, there won't be any erosion from Amer- ica" towards Israel. Speaking of the meeting with Habib and Atherton, Schindler pointed out that Begin is capable of making the transition.between "can- didacy and incumbency and between a leader of a party to being leader of a na- tion." In this context, Schindler said that Begin is "a man of strong con- victions—a man who can make decisions that are nec- essary to make." He de- scribed Begin as "not only an idealogue but a pragmat- ist." In his several conversa- tions with Begin, Schindler said, he found he reacted "very warmly towards him as a human being even though we are not of the same political orientation." Pointing to his "marks of a statesman," Schindler noted that on his visits to the United States, Begin never attacked the govern- ment in power in Israel but defended Israel as a nation. He reported Premier Yitz- hak Rabin as saying that when no solution was evi- dent for the seizure of hos- tages by Arab terrorists in the Entebbbe incident, Begin wanted to negotiate with the terrorists. Rabin himself, Schindler said, spoke of Begin "in the high- est terms" as a statesman and leader. Schindler said he did not bring any message to the U.S. government from Begin, because "he does not need me for that" and Begin has his own channels. Speaking as an individual rather than as the Confer- ence chairman in response to questions on the feeling within the American Jewish community, Schindler said, "There is a great deal of ap- prehension" over the "crys- talization" of U.S. poliCies towards the Middle East. Earlier, Schindler said it was his view that the pre- sent period—between the formal resignation of the Rabin government and the formation of a new govern- ment by Begin—was "a time when it was particu- larly important to make clear to American friends of Israel in the Adminis- tration, in Congress, in the labor movement, among black and Christian leaders, academicians and other groups—the enduring policy of all Israeli governments: a policy that seeks peace with justice for all the peo- ples of the Middle East." The Chnnerstem S Friehling Families Kahane Plans to Start Nablus Settlement Despite Army Rule NEW YORK (JTA)—De- spite the fact that the Is- raeli army ordered Rabbi Meir Kahane and his follow- ers to turn back in two pre- vious efforts to settle in the West Bank last month, Ka- hane said that he plans to start a settlement in Nablus, the largest city in the West Bank, where Jews are currently not allowed and where 80,000 Arabs now live. Kahane, head of the Jew- ish Defense League, said in a press conference in New York that he will not begin this effort until Menahem Begin, who is expected to become Israel's next pre- mier, returns from Washing- ton, D.C. after meeting with President Carter. Although Kahane refused to say precisely how Begin's representatives re- acted to his plan, he did say their response was "pos- itive." Kahane, who failed to win a Knesset seat in Is- rael's recent elections, did not directly consult Begin, but said he "cannot con- ceive of Begin stopping" him. In this country to recruit 40 to 50 "young people" to settle with him and his fam- ily in Nablus, Kahane said that 20 Israeli families and 10 to 15 Israeli singles had already agreed to help him carry out his plan. If the Is- raeli army opts once again to thwart his efforts, Ka- hane said there would be no "physical confrontation" but passive resistance. Ka- hane said he knew of 15,000 Jews who were prepared to block the Israeli army. Kahane said he hoped to have a textile factory in Nablus in about six months, that the products from this factory would be exported not only to the United States, and that he hoped people would buy the prod- ucts for "nationalist" rea- sons. Because of the amount of money involved, IL2.5 million, Kahane re- fused to disclose the name of the individual investing in the textile factory. He said he plans to set up sim- ilar settlements with light industry in several other "liberated" areas. New Settlement JERUSALEM (JTA )- The Jewish National Fund is completing land reclama- tion works for the new set- tlement of Talmei Yosef in the Rafah salient.
