DMC, Likud Resume Talks in Wake of Dayan Uproar

the post of foreign minister.
An agreement to continue
the talks was reached by
committees representing
both factions after Likud
promised that all issues, in-
cluding cabinet appoint-
ments, were negotiable.
The DMC, which held its
first round of coalition talks
with Likud last week, was
angered that it was kept in
the dark about Begin's offer
to Dayan. DMC sources

said this demonstrated that
Likud lacked confidence in
the DMC leadership. The
only high Cabinet post of-
fered the DMC by Likud so
far was the deputy pre-
miership for its leader, Yi-
gael: Yadin, a portfolio that
is largely symbolic.
In recent days it had ap-
peared that Leon Dulzin of
Likud's Liberal Party wing,
was slated for the job of
foreign minister in the next
government.
There was bitterness in
some Likud circles that
theyu too were not in-
formed in advance by
Begin. Dulzin, who is treas-
urer of the Jewish Agency
and the World Zionist Or-
ganization and is expected
to be elected chairman of
the WZO and 'Jewish
Agency Executives, was
taken aback. He was pre-
pared to relinquish the top
WZO post to which he has
long aspired to become for-
e'en minister.
eanwhile, the Dayan
nomination has divided Is-
raelis as no other issue in
recent years. Pro'and anti-
Dayan forces engaged in
shouting matches and a
battle of placards outside
Likud headquarters Sunday
requiring heavy police reen-
forcementst to prevent clash-
es between them.
About 100 leftists opposed
to the former defense chief
carried signs reading
"Dayan - Enough With
Your Juggling Acts" and

as "Right For The Job".
They shouted "Leftists go
to Siberia".
A more solemn and staid
demonstration was con-
ducted outside Begin's
home, while the Likud Exec-
utive was meeting last Sat-
urday night, by about 200
parents of soldiers killed in
the Yom Kippur War. They
held up enlarged photo-
graphs of their sons and
blamed Dayan, who was De-
fense Minister in 1973, for
needless deaths because of
Israel's lace of pre-
paredness for war. The
group refused to disperse
until Begin agreed to re-
ceive a delegation.
Political pundits were
trying to explain the rea-
sons behind Begin's offer to
Dayan and Dayan's tenta-
tive acceptance. Begin him-
self said from his hospital
bed that he acted in the in-
terests of the state because
Dayan is a man of inter-
national statute.
Political observers inter-
preted Begin's remarks as
reflecting his belief that a
showdown with Washington
over the occupied terri-
tories is inevitable and im-
minent. Therefore, he
wants to strengthen those
elements in Israel, among_
them Dayan, who are cate-
gorically opposed to any ter-
ritorial concessions on the
West Bank.
It was also noted that
both Begin and Dayan must
be' aware that Begin's
health is fragile and that
there is no heir apparent
within Likud should Begin
