WASHINGTON (JTA)—
The government of Portug-
al, which recently estab-
lished diplomatic relations
with Israel, has given the
United States assurances
that it will allow the U.S.
Air Force to remain at its
base in the Azores and use
it to resupply its allies.
This information was re-
ceived last week from State
Department sources after
Vice-President Walter Mon-
dale met with Prime Min-
ister Mario Soares in Por-
tugal May 16. The assur-
ances were said to have
been given at the meeting.
Afterwards, Soares said

"The base (Lajes Air Force
Base) is not being put into
doubt at all by us."
The U.S. airlift to Israel
during the 'Yom Kippur
War used the facilities
there as a refueling base.
The Arab nations strongly
assailed Portugal for that
authorization.

Carter Seeks OK
on Genocide Ban

WASHINGTON (JTA)—
President Carter Tuesday
recommended to the Senate
that it ratify the inter-
national convention on the
prevention and punishment
of the crime of genocide
that the United States has
failed to do since the
United Nations General As-
sembly unanimously
adopted - it more than 28
years ago.
Successive American pres-
idents, beginning with Presi-
dent Truman, have urged
its ratification, but oppo-
nents in the Senate have
blocked it from coming to a
vote.
Senate ratification is nec-
essary to make it binding
on the United States. The
last attempts to override a
filibuster in 1974, failed to
gain the needed majorities.
Opponents fear it will inter-
fere with American justice.
All major Jewish American
organizations have con-
sistently called for its ratifi-
cation.
