Rabbi Routtenberg said
the new Haggada will "try
to accommodate the past/
present nature of the story
of the Exodus from Egypt
in modem style and lan-
guage. The new Haggada
will seek to speak in terms
of this generation of Jews
while retaining the basic
structure of the traditional
Haggada."
He said among the prob-
lems to be considered is
whether the new Haggada
should include references to
modern Israel, the
Holocaust, Soviet Jewry,
world hunger and other con-
temporary problems. He
posed the question of wheth-
er such material could be
added "without running the
risk of quickly dating the
new Haggada. -

Israel Advances Jewish Settlement in the Galilee

TEL Aviv-The question
of increasing the Jewish
population in the Galilee is
one of the main problems
of Israel. For years. plans
were made to solve this ur-
gent problem. but up till
now they failed. A special
governmental body. headed
by Minister of Industry and
Commerce. Hayim Barley.
was created to resolve this
matter.
Jewish settlement in the
Galilee started in the end of
the 19th Century. Rosh
Pina. founded in 1881. was
the first Jewish settlement
in the upper Galilee. Sejera
(where David Ben-Gurion
worked 70 - years ago) was
the first Jewish settlement
in the lower Galilee. It was
founded in 1902. During the
British Mandate (1917-1948)
many settlements were
founded. In the Hula region
the kibutzim of Hanita,
Eilan and others were estab-
lished.
After the creation of the
state of Israel. some settle-
ments sprung up in central
Galilee. including Maalot.
Hazar and Kiryat Shmona.
populated mostly by new
immigrants. Great sums
were invested to improve
the soil and build roads and
public institutions. but the
Jewish populations re-
mained small. The Arab

population increased con-
stantly owing to the Jewish
development of the area.
thus raising the standard of
living of the Arabs. The dan-
ger arose that the Arabs
would become a majority in
the Galilee. This situation
led to a strengthening of
the Jewish settlements in
the Galilee. A development
plan for the area was
worked out. including new
housing. factories, jobs. pub-
lic institutions in order to in-
crease the Jewish popu-
lation.

There is little land left
for agricultural purposes in
the Galilee, since the earth
is mostly stony. Industrial
sectors are planned in
Tefan (near Tarshika),
Segex (near Acco), Turan
(near Nazareth) and Hazan
(near Mear). A total of 20
new Jewish settlements are
to be established in these
areas. Existing Jewish set-
tlements like Shlomit, Na-
haryia, Carmiel, NIaalot,
Safed, Hazar, Kiryat
Shmona, Migdal HaEmek,
Upper Nazareth and Afula
will be strengthened.

Recently. Israeli news-
paper men. together with
the government devel-
opment commission, visited
the Galilee area.
At Hazar the Ordan indus-
trial center by the Koor
and Klal companies). was
visited. The steel factory
there employs 180 workers.

Jews Are Urged to Preserve
Evidence of Holocaust Period

NEW YORK (JTA)—
Declaring that the Nazis at-
tempted to do away" with
evidence that they murder-
ed the Jews, Dr. Yehuda
Bauer, a leading authority
on Holocaust studies, called
on Jews "to preserve every
shred of evidence possible
of what happened" during
the Holocaust.
"This is the 12th hour,"
for survivors who have not
done so to come forth with
oral and written documenta-
tion, said Bauer, head of
the Institute of Contempo-
rary Jewry at the Hebrew
University and directoiy of
the Institute's Division of
Holocaust Studies, in an ad-
dress to several hundred
persons at the Center for
Holocaust Studies in Brook-
lyn.
In his talk at the Center,
described as the only in-
stitution in the U.S. exclusi-

Dr. Yaffa Eliach, director
of the Center and professor

U.S. with its large Jewish
community has not yet
built a living memorial cen-
ter, museum and library on
the Holocaust, like the ones
in Europe and Israel. The
Center, she said, plans to
construct a building central-
ly located in Manhattan
which will serve as an
American Yad Vashem.

WHO• Condemns
Israel Again

GENEVA (JTA)—A spe-
cial committee of the World
Health Organization's
(WHO) annual general as-
sembly last week adopted a
resolution condemning Is-
rael's practices in the occu-
pied Arab territories. The
vote was 66-23 with 16 ab-
stentions. Thirty-six coun-
tries were absent, including
the three co-sponsors of the
resolution. Angola, Cuba
and Yemen.

The United States, Portug-
al and the nine European
Common Market countries
voted against the draft, in-
cluding France and Italy
which had voted for a sim-
ilar resolution last year.
The measure was expected
to be approved formally by
the WHO assembly plenary
later this week.
