first time in history to ad-
judicate a case brought by
the Americans for Progres-
sive Israel against the Area
Elections Committee of the
American Zionist Feder-
ation.
The basis of the API suit
is a decision taken on Feb-
ruary 17 of this year by the
AEC whereby the 152 U.S.
delegates to the forthcom-
ing World Zionist Congress
would be determined 55 per
cent by national ballot (di-
rect elections) and 45 per
cent on the basis of verified
membership in the con-
stituent Zionist organiza-
tions.
The tribunal ruled against
the API petition.

world, according to econo-

In his statement before
the tribunal, Bernard Har-
kavy, acting as the API
counsel, asserted that it
would work out that large
organizations with sub-
stantial numbers of dor-

bers would benefit from
this system. Smaller
groups, with higher percent-
ages of active members
would gain stronger repre-
sentation if there were a
strictly 'one person, one
