would be determined 55 per
cent by national ballot (di-
rect elections) and 45 per
cent on the basis of verified
membership in the con-
stituent Zionist organiza-
tions.
The tribunal ruled against
the API petition.

Israeli Debt
at $10 Billion

JERUSALEM (JTA)— Is-
rael's foreign currency defi-
cit has reached $10 billion,
the Treasury announced.
On a per capita basis, the
debt amounts to more than
$3,000 for each Israeli citi-
zen, the highest in the
world, according to econo-
mists. It is the equivalent
of three years' exports.
