The vote was 34-2, with the United States and Can- ada opposing the resolution, and 12 abstaining. The ab- staining votes were cast by the Western nations on the council. Two unexpected votes sup- porting the criticism of Is- rael were those of Portugal, which indicated it will estab- lish diplomatic ties with Is- rael, and Mexico, which has been assuring Israel of its support in the UN after voting for the resolution equating Zionism with rac- ism. (JTA)—The president of 254-family Temple Sinai, a Reform synagogue, has de- scribed as "totally in- correct" the belief of "a sig- nificant number of our con- gregants and the commu- nity at large - that membership was closed at 300 families and that there was a waiting list for en- trance to the synagogue's religious school. Nat Rubin said the reason for the growth policy was "not to create an exclusive country club but to enable us to properly assimilate the new members." Herzog said the "absur- dity of singling out Israel" over conditions in Israeli prisons was made clear by the fact that Israel permits regular visits to prisoners by the International Red Cross and by its recent in- vitation to the International League for Human Rights "to inspect conditions in Is- rael's prisons." He challenged the spon- sors of "this hypocritical resolution to extend the same invitation for inter- national inspection of their own prisons."
