Score Territories

TEL AVIV (ZINS)—Ac-

cording to the Hebrew daily
Ha'aretz, President Jimmy
Carter told Premier Yitz-
hak Rabin during his visit
to Washington that the U.S.
is categorically opposed to
Jewish settlement in the ad-
ministered territories, and
would publicly denounce fu-
ture settlements.
Ha'aretz claims Rabin
also met with former Secre-
tary of State Henry Kissi-
nger who reportedly warn-
ed Israel not to have any il-
lusions about "boundaries."
Kissinger reportedly said
the U.S. would insist on Is-
raeli withdrawal from the
administered territories as
part of an overall peace set-
tlement.

Israel Firm Seeks
U.S. Engineers

JERUSALEM (ZINS)—

The Israel Electric Corp. is
offering salaries ranging
from IL 240,000 to IL 320,000
to entice engineers from
the U.S. to come to Israel
because the corporation
could not find enough qual-
ified - engineers in Israel to
design nuclear and conven-
tional power plants, Com-
merce Minister Bar-Lev
told the Knesset.
He said that while the
electric corporation prefers
to hire local people,_ it had
failed to locate enough qual-
ified engineers in this coun-
try.

Spanish Official
at Dinitz.Soiree

WASHINGTON
(JTA )—Diplomats from
about 40 countries, includ-
ing, for the first time, a rep-
resentative of the Spanish
Embassy, mingled with
some 300 guests at an Inde-
pendence Day reception
given by Israel Ambassador
and Mrs. Simha Dinitz at
the ambassador's residence
last week.
The presence of Jouquin
Cervino, Minister of the
Embassy of Spain and the
second ranking official of
the Spanish diplomatic mis-
sion, was considered espe-
cially significant.
Spain has no diplomatic
relations with Israel and an-
ticipated moves to establish
them after the death of
Francisco Franco failed to
materialize, apparently be-
cause of strong Arab pres-
sure on the Madrid govern-
ment.

Germans Invest $200M in Israel

BONN ( JTA )—Accumu-
lated West German in-
vestments in Israel in-
creased from $160 million
in 1975 to $200 million last
year, according to the lat-
est government, statistics.
This put Israel ahead of
Iran and Libya (the only
Arab or Mideast oil produc-
ing countries with
significant West German in-
volvement) which had at-
tracted only $134 million

Israel Considering
Fighter Purchase

JERUSALEM (JTA)—
Top-level Israeli sources
have confirmed that Israel
is indeed contemplating the
purchase of 25 additional F-
15 jets from the U.S.
Defense Ministry sources
had earlier denied an exclu-
sive report published
Tuesday in the Jerusalem
Post that Israel was exercis-
ing its option to buy the
planes. Israel has already
purchased 25 F-15s, re-
garded as among the most
advanced jet fighters in the
world.
Defense sources did con-
firm earlier that Israel was
seriously considering the
purchase of the F-16A—a
lighter and less expensive
fighter.

spite big oil revenues the
share of Mideast oil produc-
ers and Arab countries in in-

sentative to the United Na-
tions Human Rights Corn-
mission, are among the
personalities who will ad-
dress the 71st Annual Meet-
ing of the American Jewish
Committee, to be held
Wednesday to May 15 at the
Waldorf Astoria. Hotel in
New York.
Other speakers will cover
a wide spectrum of domes-
tic and international con-
cerns, including the energy
crisis, the Arab boycott,
human rights, illegal aliens,
the Israeli elections, and
the proliferation of religious
cults.

Contract Dispute
Seek End to Sale
of Arms to Saudis End Is Expected

WASHINGTON (JTA)-
Rep. Benjamin Rosenthal
(D.-NY) urged President
Carter to reconsider his de-
cision to issue export li-
censes for the sale of 580 ad-
ditional improved Hawk
missiles to Saudi Arabia for
$1.6 billion which would
double the number of such
missiles sold to that coun-
try.
While acknowledging the
importance of Saudi Arabia
in the search for a Mideast
peace, Rosenthal said he
was worried because Saudi
Arabia already has enough
missiles "well beyond" its
"realistic defense require-
ments" and because there
is a possibility that the
Saudis might transfer the
weapons to other Arab coun-
tries.

ford Solender, executive
vice president of the Feder-
ation of Jewish Philanthro-
pies of New York, said he
was "optimistic" over pros-
pects of an early resump-
tion of negotiations between
District Council 1707 and 20

and centers, ending
services to some 50,000 chil-
dren and older users, ac-
cording to the Community
and Social Agency Employ-

LaMed Auditorium of the
United Hebrew Schools.
the Commission on Inter-
national Affairs, American
Jewish Congress, will speak
on "Anti-Arab Boycott Leg-
islation."
The Council's. Walter E.
Klein Youth Award will be
presented to a youth organi-
zation in Detroit's Jewish
community "which has dis-
played creativity and effec-
tiveness in social action pro-
grams."

A slate of candidates rec-
ommended by the Nomi-
nating Committee, chaired
by Rabbi James I. Gordon,
of Young Israel Qf Oak
Woods, will be submitted to

the assembly for election.
Nominees for one-year
terms are: John H. Shep-
herd, president; Dr. Theo-
dore Mandell, Marian Shif-
man and Edwin G. Shifrin,
vice presidents; David Le-
