Deteriorating for your party By SAM FIELD Call 399-1320 JERUSALEM—Without abandoning their interest in the Arab-Israeli conflict, So- -viet strategic interests may be shifting from the con- frontation states towar the Persian Gulf and the Indian Ocean areas of growing strategic importance with more promising options for Soviet policy. This is the consensus of a group of ex- perts on Soviet affairs at the end of a workshop held JEWISH NATIONAL FUND 22100 Greenfield Road last month at the Hebrew University of Jerusalem. The theme of the work- shop was "Soviet Goals, Op- tions and Constraints : The Arab-Israeli conflict in the Wake of the Yom Kippur War." It was sponsored jointly by the Soviet and East European Research Centers of the Hebrew Uni- versity and Tel Aviv Univjr- sity, part ofg agroup sup- ported by th&iFord:Founda- tion. Prof. Arnold Horelick of the Rand Corp. in Califor- nia and David Morrison, Di- rector of the Central Asian Research Center in London participated in the work- shop together with 12 local specialists. There was additiorial agreement among the ex- perts that the situation of limited options for the So- viet Union in the Arab-Is- rael conflict also accounts for a Soviet effort to main- tain a -foothold in the area by participating with the United States in achieving and then implementing a, settlement. The workshop partici- pants concurred that the So- viets are pressing on the United States and indirectly on Israel to have the USSR play a role in any coming negotiations. Growing • American in- fluence and increasing Arab independence and eco- nomic power are additional , factors seriously limiting So- viet influence in the Arab- Israeli conflict and 'causing a deterioration of the Soviet position in the.
