"Demographic Conditions in Israel: a Dan- gerous Prospect," is a co- gent diagnosis of Israel's in- ternal and external affairs as they are affected by its population composition, and is a prognosis of the coun- try's political future which demographic factors may determine. The author points out that in order. for Israel to sur- vive as a Jewish state, its Jewish population must in- crease from "three million at present to six million by the year 2000." The essay, "The Arab Pa- lestinians: A New Pros- pect," examines the forces hindering a peace settle- ment with the Arabs, and presents a plan for a peace- ful solution of the stale- mate. The plan includes self-rule for the Arabs, deMilitarization of the West Bank and the Gaza Strip, Is- raeli transitional super- vision over these terri- tories, and a united Jerusa- lem where "the Arabs and the Christians should have total and complete control over their holy shrines and absolute freedom of wor ship. Particularly appropriate is the essay, "The Need for a National Government." It provides an historic per- spective of Israel's political system, and is an in-depth analysis of the factors that brought about its coalition governments. NEW YORK (JTA)—Ana- toly Sharansky, a Soviet Jewish activist, has been formally - charged with "being-a spy for the United States;" the National Con- ference on Soviet Jewry (NCSJ) reported. The NCSJ said_it had learned of the re- port from Sharansky's wife who is in London. Sharansky was jailed last month following accusa- tions that he worked for the Central Intelligence Agency. On March 15 he was sized by Soviet secret police and taken to the no- torious Lefortovo Prison in Moscow. - In a related development, although biologist George Wald, a Nobel Laureate,. and Robert Goldberger of the National. Institutes of Health were not permitted into the Soviet Union, and other Americans were de- layed at airports, followed and photographed, Moscow refusenik Mark Azbel con- ducted a scientific - seminar in his apartment last week. Nine Americans and one Canadian attended the semi- nar, and participants walked in a nearby park when "sensitive" issues were idscussed. The meet- ings were also attended by Nobel Laureate Andrei Sak- harov. In New York, the Soviet Union was "indicted" for crimes against Jews, par- ticularly the arrest of Sharansky and other Jewish activists, at a mock "trial" on the front steps of the main New York Public Li- brary. The' Greater New York Conference on Soviet Jewry, which sponsored the event, presented 100,000 peti- tions calling for 'the freeing of Jewish prisoners in -the USSR and the right of Jews to emigrate to an empty chair that had been re- served for Oleg Traya- novsky, the Soviet Ambassa- dor to the United Nations.
