Rabin accepted the in- vitation but no date was set. Defense Minister Shimon Peres, after meeting with the French diplomat, said de Guiringaud told him France did not want to be a mediator in the Middle East, but like the rest of Eu- rope was deeply interested in developments in the re- gion. Peres said France has gotten over its enthusiasm for the Arab world which has bordered on support for the Palestine Liberation Or- ganization and was now tak- ing a more "guarded ap- proach" to the Mideast. In a letter to President Ephraim Katzir, delivered by de Guiringaud, Giscard expressed "both admiration and hope" to the people of Israel. Continuing, Giscard stated, "Circumstances did not facilitate a meeting be- tween us at the beginning of last year." This was an apparent reference to the in- cident when Katzir can- celled an intended stopover in Paris because the French President refused to receive him at the Elysee. "I want to take this op- portunity to inform you that I would take pleasure in re- ceiving you at the Elysee Palace if, in the course of your travels, you should again pass through Paris." On the eve of the visit by Guiringuad, Israel's envoy to Paris, Mordehai Gazit, said that he saw some im- provement in the French po- sition on the Mideast con- flict. -- In an interview with the Jerusalem Post, the Am- bassador cited French lead- ers' reversion recently to the term "patrie"—home- land—when discussing Pa- lestinian rights. In the past France had been much more specific—and more ob- jectionable, from Israel's viewpoint—explicitly de- manding an "independent state" for the Palestinians. Similarly, Gazit said, French President Valery Giscard d'Estaing and his Foreign Minister, Louis de Guiringaud, no longer spoke of Israeli withdrawal from "all the territories" but instead urged "with- drawal from the terri- tories—excepting mutually agreed minor adjustment.' Rabin Greets Desai JERUSALEM (JTA)— Premier Yitzhak Rabin con- gratulated India's new Prime Minister, Morarji Desai, on his election. - - Meanwhile, news agency reports from Delhi quote India's new foreign min- ister predicting no change in his country's stance on the Mideast conflict. At the press conference, the min- ister reportedly upheld the Indira Gandhi adminis- tration's adherence to United Nations General As- sembly resolutions and urged total Israeli with- drawal and granting the Pa- lestinians their "legitimate Dayan Says He'll Stick With Labor JERUSALEM (JTA)— Former Defense Minister Moshe Dayan reversed his decision not to run for the Knesset on the Labor Align- ment ticket May 17. He said that he decided to stick with Labor after all because he had a written commitment from leading members of the party to hold a national referendum before the government agreed to any peace settle- ment involving territorial concessions on the West Bank. - Premier Yitzhak Rabin was not among the leaders who made the pledge to Dayan. After a private meeting with the former de- fense chief, he wrote a let- ter to Dayan stating that he had no "objection in prin- ciple" to a referendum but that this was not the time for him, as premier, to make any specific corn- mitment. Rabin asserted that he was totally committed to the Labor Alignment plat- form that holds Israel ready to negotiate territo- rial compromises in all sec- tors—including the West Bank—in exchange for a full peace settlement with its neighbors. He noted that the promise of a referen- dum was made , by the gov- ernment of former Premier Golda Meir and that his ad- ministration has not revers- ed it. Dayan, who had de- manded a reaffirmation of the pledge from Rabin, said that the premier had not been sufficiently forthcom- ing. But he said he was sat- isfied with the endorsement of a referendum by several Laborite ministers, Knesset members and potential Knesset members. He said they were a suffi- ciently large and represen- tative group to ensure that the undertaking by the Meir government would be hon- ored by every decision- making body of the Labor Party. Dayan's decision to sup- port Labor in the elections disappointed many opposi- tion politicians. notably Gen. (Res.) Ariel Sharon who hoped to build a coali- tion around him of ele- ments from all parties op- posed to territorial con- cessions on the West Bank. Meanwhile, Ruth Dayan, the former wife of Moshe Dayan, has joined the Shen Movement—the alignment of the Social Democrats, Moked, Haolam Hazeh and the Black Panthers. Mrs. Dayan followed her son, actor Assaf Dayan, who joined the movement last week. In a related development, the Herut faction of Likud held its internal elections last week and produced eight "new faces - to stand for election to the Knesset on May 17. The best known new- corner is former Air Force Commander Gen. Ezer Weizman who was assigned the number-two spot after Herut leader Menachem Begin.
