The complications arose after Secretary of State Cyrus Vance wrote mem- bers of the Senate Banking and the House International Relations Committees last week suggesting amend- ments to the legislation the committees had nearly com- pleted drafting. Those amendments, Congressional critics said, could destroy the intent and effectiveness of the legislation. Vance's opposition, made public Friday, centers on the factor of '"negative cer- tificates of origin" and "unilateral selection" of components, When Vance's letter became publicily known, the State Depart- ment said his suggestions were "entirely consistent" with his testimony before the Committees on Feb. 28 and March 1. Moshav in Memory of Hazani Established in Northeast Sinai BY MOSHE RON The Jewish News Special Israel Correspondent TEL AVIV — In the Gaza Strip a new Jewish settlement, Nezer Ha- zani, was established re- cently in memory of the late Minister of Welfare, Michael Hazani, who was one of • the leaders of the National Religious Party. • Nezer Hazani is the first moshav in this reg- ion. It was planned and established by the Set- tlement Department of the Jewish Agency. The moshav site had been a Nahal settlement, and one could still see the sign "Nahal Katif." But today one finds new nice houses instead of the bar- racks and tents. Each family has a 70 square meter apartment. In the first phase 20 families have settled. We asked many of the settlers what influenced them to give up their jobs in the city and go to this region. One answered, "First of all, to carry out the duty of settlement in Eretz Nisrael. Years ago members of the Hapoel Hamisrahi settled in Kfar Darom, which was de- stroyed by Arab gangs in -the War of Independence in 19-18. Now we wish to establish a "Hazani Block," a string• of small settlements around a village-center. The late Hazani was for years the head of the moshav movement of Hapoel Hamisrahi. Now we wish to - perpetuate his mem- ory In the-new moshav, each settler is a candidate for one year. Only after this period, the members of the moshav decide by majority vote, if to accept him as permanent member or not. The new moshav already has export orders for to- matoes, and there are many fruit plantings as well. The new moshav still has communication prob- lems. A new road from Kfar Daron to the si;kn is being built. On its: )-- pletion, the moshav- only be half an hour away from Yamit which is a center for all settlements in the vicinity. In the near future a second moshav named "Naot Midbar" will be es- tablished in the region. The settlers will be pioneers from the U.S. who are now preparing for their settlement in Moshav Massuot Yit- zhak. The general planningc- envisages 150 new set- tlements in the south, with a budget of 50 mill- ion pounds per settle- ment and with a total population of 170,000 - people. .
