Sadat Says U.S. in Driver's Seat

NEW YORK (JTA-
President Anwar Sadat of
Egypt said Sunday the
United States hold "99 per-
cent of the cards •' in the
Middle East ,,nd indicated
that he relies on President
Carter to advance the
peace process there by
"bringing Israel to reason. -
Sadat. who was interviewed
on the CBS-TV "60 Min-
utes - program. disclosed
what he would ask of Car-
ter when they meet in Wash-
ington next week.
He said his requests
would include U.S. contacts
with the PLO and their par-
ticipation in the Geneva
peace conference and
"lots" of American F-5
fighter planes, TOW anti-
tank missiles and other -de-
fensive" weapons.
(A State Department
spokesman on - Monday said
the U.S. will be -quite will-
ing to discuss - Sadat's
requests. The Jewish Tele-
graphic Agency learned
from Congressional sources
that Sadat will ask for 250
F-5 jets, Hercules trans-
ports, ground-to-air mis-
siles. electronic equipment
and other "defensive" mate-
riel.)
Sadat said he would also
ask that _pressure be
brought to bear on Israel
by the U.S. to withdraw
from all occupied Arab ter-
ritories "because no Israeli
leader is now capable of
convincing his people that
they should evacuate the
land and they have no right
to occupy others' land by
force." According to Sadat,
the Israelis need "an elec-
tric shock to tell them: You
should behave for peace."

The Egyptian leader said
he felt he had "lots in com-
mon" with Carter. But he
said he could not agree
with the President's recent
suggestion that Israel have
defensible borders' . and
capability beyond its legal
borders to ensure its secu-
rity.
"It is a matter of sover-
eignty, - Sadat said. adding
that - President Carter has
discussed with one party
and that's Israel. He hasn't
heard yet our point of view
and our part in the whole
problem. -

Carter met with Israeli
Premier Yitzhak Rabin ear-
lier this month. His meet-
ing with Sadat will be the
first in a series of meetings
with key Arab leaders dur-
ing April and May.
Sadat insisted that the Pa-
lestinian question is the
core of the Middle East
problem and urged the U.S.
to sit down with the PLO
and that it be allowed to at-
tend the Geneva confer-
ence.
Asked if he would try to
persuade the PLO to recog-
nize Israel, Sadat replied:
"How am I going to ask
the Palestinians when no-
body recognizes them. I
mean the party that has got
99 percent of the cards of
this game in his hands.
This is you (Americans).
This should be recognized
by you. To sit with them
(the PLO) and then discuss
with them the whole thing.
If they prove to be fanatics
or extremists and so. you
can declare it. And for that
I am asking for them to
join with us in Geneva be-
cause I want the whole
world to hear their say."
Sadat said he would not
object if the U.S. offered Is-
rael "a defense pact" to
guarantee a peace settle-
ment.
Sadat made similar re-
marks in an interview ap-
pearing in Business Week
magazine. He said he ex-
pected the U.S. to provide
Egypt with F-5 planes and
TOW missiles because "I
am your friend now and
you have a moral obligation
to help me."
He warned, however, that
"My people will blame the
United States, not Israel - if
the Geneva conference does
not take place this year or
fails. He said "My people
know Israel does not want
peace. It has been proven
since we started the peace
process together. They fear
peace...
Sadat is meeting with Ger-
man officials this weekend
on his way to the U.S. He is
expected to ask for addition-
al low-interest loans from
the Germans. Egypt is the
second largest recipient of
German foreign aid, after
India.

Liberation Organization
head Yasir Arafat said
President Carter took "a
progressive step - toward
peace in the Middle East -
when he said recently that
the Palestinians should
have a homeland of their
own. We have to consider
it a progressive step be-
cause for the first time the
President of America put
his hand on the core of the
whole crisis in the Middle
East—the Palestinians."
He also said that he view-
ed as "a very important sig-
nal" the invitation to the
PLO delegation to attend a
reception in honor of Presi-
dent Carter at - the UN a
week ago.
Arafat was evasive when
asked if the PLO was pre-
pared to recognize Israel's
right to exist.
The State Department
Monday dismissed Arafat's
TV request to communicate
a message to President Car-
ter of his willingness to co-
operate with him for a
"just peace - in the Middle
East. Spokesman Frederick
Z. Brown said he did not
know about "diplomacy con-
ducted through television. -
At the UN on Tuesday, Is-
rael Ambassador Chaim
Herzog said it was com-
pletely untrue that any part
of the PLO was ready to
co-exist with Israel.

killed during the Israeli res-
cue mission and of Mrs.
Dora Bloch, a passenger
who was in a Uganda hospi-
tal at the time of the rescue
and believed to have been
later killed by Uganda sol-
diers, joined in the lawsuit.

The suit asserted that the
airlines failed to discover
that the jihackers carried
small arms, one small ma-
chinegun;-20 hand grenades
and four boxes of dynamite,
first on the Singapore plane
and then on to the Air
France plane.
The attorney for the
plaintiffs said they were de-
manding a jury trial.

42 Entebbe Victims File Suit
Against Airlines for Negligence

CHICAGO (JTA)A suit
seeking $127 million in dam-
ages against Air France
and Singapore Airlines
were filed in circuit court
last week by 42 persons res-
cued last July from En-
tebbe Airport in Uganda.
The 42, most of them Is-
raelis, accused the two air-
lines of failing to take ade-
quate precautions to pre-
vent the hijacking of an Air
France plane by Palesti-
nian terrorists last June 27
after the plane took off
from Athens.
The suit charged Air
France did not screen pas-
sengers boarding the plane
in Athens and that Sing-
apore Airlines was involved
because the hijackers came
from Bahrain on a Sing-
apore Airlines plane also un-
screened.
