"The story is inaccurate. There has been an official denial. We have taken no position on any of those matters," Presidential press secretary Jody Pow- ell said. The denial followed reports of unknown origin that President Carter had told foreign diplomats in pri- vate conversations that he believes Israel's 1967 bor- ders are indefensible and that adjustments of up to 32 miles in Israel's favor may be required in any formal settlertrent of the Arab-Is- raeli conflict. The President was also re- ported to have expressed •the view .that the Jordan River is a natural defense line for Israel in the east, implying that in the U.S. view Israel could maintain patrols along the river after a final settlement In addition, Carter was re- ported to have said that his recent assertion that the Pa- lestinjan refugees should have a homeland meant a homeland within Jordan's orbit, not an independent state but one linked to Jor- dan in a definite way. Another report said that Brzezinski had conveyed to the Israeli embassy here as- surances that Israel would not have to return to its 1967 borders in a final peace settlement and that President Carter believes that total withdrawal to the 1967 lines is a dead issue. A White House source said that Brzezinski has' de- nied that he made any such remarks and called the ac- count a complete fiction." According to the sources, Brzezinski made no state- ments outlining any specific bordets. Meanwhile, Israelis were upset anew by President Carter's remark that a homeland for the Palesti: nian refugees was one of the conditions for a lasting peace in the Middle East. Premier Yitzhak Rabin said that the reference to a Palestinian homeland dis- turbed him. He observed, however, that it could be in- terpreted as a Palestinian- Jordanian homeland east of Israel to which Israel would have no objections. Israelis are already deep- ly disturbed by the Carter Administration's failure to oppose an invitation UN Sec- retary General Kurt Wal- dheirn extended to the PLO observer mission to attend the speech and reception for Carter at the UN. The American group, headed by Secretary of State Cyrus, Vance, leaves for Moscow today. State Department spokes- man Frederick Z. Brown said the agenda would con- tain all of the items cov- ered by Communist Party Secretary General Leonid Brezhnev in his speech Mon- day to the Soviet Trade Union Congress. Brown noted that Brezhnev gave "considerable promi- nence" to the Middle East and said "we look forward to the elaboration of the So- viet views, especially his suggestions" regarding con- trol of the flow of arms to that region. Brezhnev proposed in his speech that the Soviet Union, the U.S. and other countries supplying arms to the Middle East should study ways to end the arms race in that region. The 14-member delega- tion of specialists accom- panying Vance to Moscow includes Paul Warnke, the U.S. arms control director, and Marshall Schulman, Vance's consultant on So- viet trade matters. Meanwhile, Soviet Leader Brezhnev's lengthy refer- ence to the Mideast conflict has occasioned some muted satisfaction in Jerusalem -- if only because it triggered such vocal dissatisfaction in the Arab capitals. Observers in Jerusalem stress that there was al- most nothing actually new in the Soviet chief's for- mula for a solution; Is- rael's phased total with- drawal, demilitarized zones on both sides of the final borders, UN forces in these zones for a period of time, free passage of ships "of all countries" through the Suez Canal and Tiran Straits. Al- most all of these ideas had been publicly advocated by the Soviets back in 1969, These observers noted, at the time of the "four-power talks - on the Midwest. One point of Brezhnev's statement that he did not favor an imposed settle- ment -- which is, of course, Israel's own longstanding bugbear. Cairo's semi-official Al Ahram and other leading Arab world newspapers at- tacked the Brezhnev state- ment for failing to dwell on Palestinian rights and in- stead dwelling too much on Israel's maritime rights. were only partly reassured by White House Press Secre- tary Jody Powell's state- ment last week that "no po- litical significance" (s at- tached to the PLO pres- ence, an assertion reiterated later by Secre- tary of State Cyrus Vance during a 40-minute meeting with Israeli Ambassador Simcha Dinitz.
