"Parliaments in Arab
States" by A. Hareven, is
a recent publication of
the Shiloah Institute of
Tel Aviv • University,
summarizing the work-
ing of parliaments in
Arab states. In Lebanon,
Egypt, Syria, Sudan,
Qatar, the United Arab
Emirates, the Popular
emocratic Republic of
men and -Tunisia, par-,
aments exist. In Bah-'
rain, Algeria, Jordan,
Kuwait, Morocco and
Iraq, the constitutions
require a parliament, but
they do not exist. In four
other countries, Libya,
_ Oman, Saudi Arabia and
Yemen — there is no con-
stitutional need for a par-
liament. Except in the
case of Lebanon, where
the parliamentarian sys-
tem worked normally
until the recent civil war,,
in all other Arab coun-
tries parliaments are no
more than a ceremonial
formality and do not
exercise any real influ-
ence on political life.
Neo-Nazi Jailed
BONN — The chair-
man of the "Fighting As-
sociation of German Sol-
diers", 62-year-old Erwin
Schonborn, has been sen-
tenced in Frankfurt to six
months with parole be-
cause of persisting
malicious utterances.
In September, 1975 and
in the spring of 1976,
Schonborn attacked the
Ludwigsburg Central Of-
fice for the Investigation
of National Socialist
Crimes.
On handbills and
placards he called this of-
fice "an advance agent of
Bolshevism" and a
"blemish".

BONN — The Jewish
community of Berlin re-
cently unveiled a memo-
rial plaque commemorat-
ing the Spandau
Synagogue that was de-
stroyed on Crystal Night,
Nov. 9, 1938. The
synagogue had been built
in 1895.

ment for Change.
They say there is little
hope for a Rabin-Dayan
reconciliation because of
personal differences and

platform does not con-
form to Dayan's views.
