THE DETROIT JEWISH NEWS Talks Highlight Policy Strengths, Differences (Continued from Page 1) played by former Secret- ary of State Henry A. Kis- singer. Kissinger went out of his way to avoid spelling out America's views or even its preferences with re- gard to the terms of a final peace settlement. Carter -- seems to have gone out of his way to make the American view explicit. Rabin admitted to Is- raeli newsmen that "as an Israeli" he would have preferred Carter to prop- ound "different defini- tions" regarding Israel's ev ritual borders. But the P ier stressed that 6r was the first Arne- rican President since 1967 to speak of peace in the terms that Israel suggests (full peace with trade, tourism and open borders). Moreover, this was the first time, he said, that the U.S. had recognized the need for Israel to have defensible borders and had spoken of a dis- tinction between the sovereign political bor- ders and the defense line. This principle could be enormously important, Rabin ! said, in future .peace talks. Meanwhile, the Carter Administration appears to have put a lid on all but minimal U.S. discussion of the Middle East in view of Egyptian President Anwar Sadat flatly re, jecting President Car- ter's espousal of minor adjustments in Isfael's 1967 borders, Rabin's statement that Israel will not return to the lines that existed before the Six-Day War, and the Palestine Liberation Or- ganization reaffirmed that it refuses to alter its destroy-Israel covenant. Administration sources indicated that no official reaction will emerge on the Mideast and none is likely until Carter meets with Sadat at the White House April. 4-5. It was indicated that the Carter-Sadat meeting will be played in low key if the Administration can help, it, although Sadat himself will be highly honored. The low key • on substantive remarks will continue, it was indi- cated, until after Carter also meets with the lead- ers of _Lebanon, Sy ria, Jordan and Saudi Arabia before the end of May. At the Clinton, Mass. town meeting Wednesday evening, the first ques- tion asked Carter was about prospects for Mid- East peace. said the first pre- requisite was recognition of Israel's right to exist — permanently. He also said there must be a solu- tion to the Palestinian question in terms of a permanent homeland. On Sunday, on ABC- TV's "Issues and Answers," taped in New York last Friday, Rabin was asked whether Israel would "under any cir- cumstances, at any time" return to its pre-1967 borders. The Premier re- plied: "By no means, no. The answer is, without qualification, Israel will not return to the lines that existed before the 1967 war." He pointed out that "the basic issue at the present" is not details of boundaries but whether the Arab nations are "ready to make peace with us." The issue of peace, he stressed, is the first issue. conflict and there can be no substitute for that." Following the Rabin trip, New York Times re- porter William E. Farrell wrote that Israel is now favoring a full Middle East 1.)a.ce pact rather than the step-by-step ap- proach "Israel was ad- vocating as recently as last month" during Sec- retary of State Cyrus Vance's Mideast trip. Rabin indicated in an Is- raeli radio interview that a tough struggle lay ahead between Israel and the U.S. over the borders is- sue. Israeli officials told Farrell that the change has come about because Israel agrees with Car- ter's definition of peace. A month ago they argued that high-level talks would not be successful because the Arab leaders were too far apart in their demands. The President's state- ment (also) contains un- equivocal recognition of Israel's defense needs, regarding the placement of Zahal forces and re- garding security ar- rangements and early warning procedures beyond the political bor- ders." However, Rabin stated, "If any Israelis believed there was support in the U.S. — in the past or at the present for a non- withdrawal policy, then they are living in a seri- ous delusion." The Pre- mier noted that "Above all, the President reiter- ated that the responsibil- ity and the last word be- longs to the parties to the Rabin dismissed news- paper editorials that said the Carter definition was a re-hash of Secretary of State William Rogers' plan of 1969. He said the Rogers plan was an im- posed solution while Car- ter was leaving the final Plan up to the immediate parties.
