Carter-Rabin Pact Focuses on Sale of Israel-Made scrutiny."

— White House Press
Secretary Jody Powell
said that President Car-
ter and Israeli Premier
Yitzhak Rabin have
agreed to a formulation of .
policy that will preclude
situations where Israel is
prevented from fulfilling
orders from foreign coun-
tries for military equip-
ment produced under
U.S. license.
He was referring to the
U.S. refusal to issue re-
export licenses for 24

At a press conference
later, Rabin confirmed
that he and Carter

machinery" to obtain
agreement before Israel
concludes a sale of arms
to a foreign buyer. He
said that "while the U.S.
may not agree to every
country to which we
might sell" military
equipment, the number of
countries to which Israel
will be allowed to make
such sales will be greater
than the number where
the U.S. would object.
Powell said that Carter
had re-affirmed to Rabin
that the U.S. will sell Is-
rael F-16 fighter planes,
originally promised by the

In Tel Aviv, several
hundred employees of Is-
rael Aircraft Industries
demonstrated peacefully

refusal to permit Israel to
sell its Kfir jet fighter
planes to Ecuador.
A petition requesting
the Carter Administra-
tion to reverse its opposi-
tion to the sale was pre-
sented to the 'American
Charge d'Affaires who
promised to transmit it tb
Washington.
The IAI employes said
the American attitude
'could strike a death blow
to Israel's aeronautical
industry causing un-
employment for thou-
sands of workers.
The U.S. has refused to .
authorize sale of 24 Kfirs
to Ecuador on grounds
that it would be contrary-
to its policy of not intro-
ducing sophisticated
weaponry to Latin
Americari countries. The
Kfir is powered by Gen-
eral Electric engines for
which the U.S. must issue
re-export licenses before
they can be sold abroad.
Sources close to IAI in-
dicated that several
countries are inspecting
the Kfir with a view to
buying one or more
Squadrons.
In a related develop-
ment, U.S. intelligence
sources reported that
Nationalist China is con-
sidering the new Israeli-
built Kfir fighter plane as
a possible replacement
for its aging American-
made F-104s.
It also was reported
that the Carter Ad-
ministration was asked
by Rep. Banjamin S. Ro-
senthal (D.-N.Y.) to deny
export licenses for the
sale to Saudi Arabia of an
additional 580 improved
Hawk missiles and 1,650
Maverick missiles.
In a letter to Secretary
of State Cyrus Vance,
made public by the Con-
gressman's office, Ro-
senthal pointed out "the
potential result" of Saudi
Arabia's two on-going
programs in weaponry
`*will significantly alter
the balance of 'power in
the Persian Gulf and the
Middle East."
In addition, Rosenthal
wrote, Saudi Defense
Minister Amir Abdul
Aziz has denied that the
U.S. and others supplying
weapons to his country
have determined the war
materiel should not leave
Saudi Arabia without the
supplier's approval.
Rosenthal referred to
an interview in the
Lebanese weekly Al
Hawadat on Dec. 2 in
which the defense minis-
ter is quoted as saying
that the suppliers "did
not accept such condi-
tions." Rosenthal wrote
"This statement raises
serious questions about
the Saudis' intention to
abide by anti-transfer
clauses in U.S. con-
tracts."
Rosenthal's letter said
that the first program,
begun in 1974- and to be
completed next year r ealls
for upgrading Saudi
Arabia's 600 basic Hawk
missiles to improved
Hawk missiles. "These
missiles alone give Saudi
Arabia an exceptionally
formidable Hawk anti-
aircraft missile system
that is more than suffi-
cient to meet its legiti-
mate defense needs," the
Congressman said. He
said he understands the
Saudi desire to upgrade
this force and does not in-
tend to raise objections to
it.
However, he said he is
objecting to the second
program calling for 580
additional improved Hawk
missiles under a $1.14 bill-
ion order the Raytheon Co.
announced ft had received
last June 1.
The announcement,
Rosenthal observed,
came one day before the
House approved the
Arms Export Control Act
and "indicates it was
rushed to conclusion to
avoid Congressional
"at the very least," this
transaction should be re-
quired to come under -
Congressional review.

Vance Seeks Aid
to Israel and M.E.
WASHINGTON (JTA)
— Secretary of State
Cyrus Vance asked the
House International Re-
lations Committee's sub-
committee on foreign aid
to approve $1 billion in
military security assis-
tance for Israel, half of
which is to be forgiven
and $126.5 million to Jor-
clan, of which $75 million
is a credit and the re-
mainder in grants.
His program does not
yet include details of
economic supporting as-
sistange which are to be
given to Congress next
week. It _is known, how-,
ever, that Israel is to re-
ceive $785 million out of
the new budget of $1.742
billion. Most of the re-
mainder is expected to be
provided to Egypt with
smaller amounts for Jor-
dan and Lebanon.
"Most of this money di-
i'ectly supports our Mid-
dle East peate efforts,"
Vance told the subcom-
mittee.
