— President Carter drew
a distinction Wednesday
between Israel's future
"Legal borders" and its
"Defense Lines" which,
he said, "May or may not
conform." He said he
thought "this distinction
is one that is now recog-
nized by Israeli leaders."
He said an arrange-
ment whereby Israel's
"defense capabilities"
may extend "beyond the,
permanent recognized
borders" would be part of
an interim agreement
that would last "maybe
two years, four years,
eight years or more."
The President made his
remarks at a White House
press conference in re-
sponse to four questions
arising from his round of
meetings with Israeli
Premier Yitzhak. Rabin.
They were the most de-
tailed indication of his
thinking on solutions to
the Arab-Israeli conflict
he has ever given.
Carter stressed, "What
Israel would like to have is
what we would like to have
— a termination of bel-
ligerence toward Israel by
her neighbors, a recogni-
tion of Israel's right to
exist, the right to exist in
peace, the opening of bor-
ders with free trade,
tourist travel, cultural ex-.
changes between Israel
and her neighbors — in
other words, a stabiliza
tion of the situation in the
Middle East without a con-
stant threat to Israel's
existence by her
neighbors."
- But, Carter added,
"this would involve sub-
stantial withdrawal of Is-
rael's present control
over territories." He said,
"Where that withdrawal
'might end, I don't know. I
would guess there would
be some minor adjust-
ments in the 1967 bor-
ders, but that still re-
mains to be negotiated
. . . I think this is going to
be a long, tedious process.
We are going to mount a
major effort in our own
government in 1977 to
bring the parties to
Geneva. Obviously, any
agreement has to' be be-
tween the parties con-
cerned.
"We will act as an in-
termediary when our
good offices will serve ;
but I am not trying to
pre-dispose our own na-
tion's attitude toward
what might be the ulti-
mate details_ of the
agreement."
When a reporter appa-
rently misunderstood
Carter's referen tee to
"minor adjustments in
the 1967 borders" to mean
minor territorial conces-
sions by Israel, the Presi-
dent corrected him.
"I don't think I used the
words 'minor withdraw-
als.' I think there might be
minor adjustments to the
pre-1967 borders but that
is a matter for Israel and
her neighbors to decide
between themselves and I
believe that we will by, I
would say, the middle- of
May, know much more
clearly the positions of the
interested parties." Is-
rael's general elections
take place May 17.
Asked about his use of
the phrase "defensible
borders" when he greeted
Rabin at the White House
Monday, Carter replied,
"The defensible border
phrase, the secure border
phrase are obviously just
semanatics. I think it's a
relatively insignificant

development and a de-
scription of a possible set-
tlement in the Middle
East to talk about these
things as a distinction.
"Recognized borders
have to be mutual. The
Arab nations and the Is-
raeli nation have to agree
on permanent recognized
borders where sover-
eignty is legal and mutu-
ally agreed."
Rabin had declared
Tuesday that "Defensible
boundaries" for Israel do
not coincide "in any w
with the lines before ti
Six-Day War."
Rabin said, "I believe
defensible boundaries can
be interpreted in different
ways by different people.
For me it allows Israel to
defend itself by itself."
Answering questions
at a crowded news con-
ference at Blair House,
Rabin said, "Legally, we
have a right to negotiate
boundaries." He stressed
that the only lines that
existed in 1949 were those
that the Arabs stressed
were demarcation lines
for military purposes and
not necessarily bound-
aries that would be
reached in a peace ag-
reement. He said the 1967
lines "were not defensi-
ble."
Rabin met with the
press following a one-
hour meeting in the
White House Oval Office
with Carter. It was their
fourth meeting, and one
of two that was un-
scheduled. The other was
a one hour 'and 45 minute
discussion late 'Monday
night in the President's
private quarters at which
only the two leaders were
present.

night, which was at Car-
ter's request and followed
the working dinner for
Rabin, "covered core- is-
sues of the Middle East."
Before Monday night's
dikner ended, Carter told
the 35 guests that he wants
to see Israel remain sec-
ure for a thousand years
and he will do everything
in his ability toward that
end.
Rabin - also told the
press conference that
there "is no need to add
words to Israel's desire
for peace and to achieve
peace." But, he decried
"false solutions" and em-
phasized, "We talk of
genuine peace — the kind
every man in the stre
will_ call peace."
The Israeli premier
stressed that "Only par-
ties to the conflict can
negotiate, sign and main-
tain" an agreement in the
Mideast. He said that "we
will see what is possible
and what is not possible"
in regard to reconvening
a Geneva conference this
year. Noting that Israel
has lived for 29 years "in
limiting agreements and
some times 'without ag-
reements," Rabin said "if
our neighbors are not
ready for real peace" then
