Israel Skeptical of UN Force
USSR Planes for Ecuador
Won't Change Kfir Decision Proposed for Lebanon Border

WASHINGTON (JTA)
— The United States will
not permit Israel to sell 24
of its Kfir fighter planes
to Ecuador even if the
Soviet Union or France
should move in to make
the sale, according to Sec-
-retary of State Cyrus R.
Vance.

Appearing before the
Senate Appropriations
Subcommittee on For-
eign Aid last week,
Vance said in a discussion
of U.S. policy to cut the
sale of its weapons-abroad
that "an example of the
restraint we were corn;
pelled to exercise" was
blocking Israel's sale
worth $200 million to her
hard-pressed economy.
The planes are powered
by General Electric
motors and the U.S. there-
fore has a veto over their
transfer outside of Israel.
"Our policy is not to
introduce advanced
weapons in Latin
America," Vance said,
and it is "because of that
we did not go along with
Israel's suggestion" to
sell the planes. Sen. Pat-
rick Leahy (D-Vt.) asked
Vance why pressure was
put on Israel when it was
"obvious" that France or
the Soviet Union "will
move into that area."
Vance replied, "That is
the risk we have to take."
Israel has asked the
U.S. to reconsider its de-
cision.

Reaction in Jerusalem
.etas been basically nega-
tive to the proposal, now
being energetically pro-
moted by the Beirut gov-
ernment, for the station-
ing of UN forces in south-
ern Lebanon.
No official comments
have been made. Gov-
ernment spokesmen
merely say that Israel
has been told nothing au-
thoritatively about the
Lebanese idea from any
third party and must
therefore reserve all for-
mal comment.
Informally, though, the
firm line in Israel is that
the tension and fighting
between Moslems and
Christians in southern
Lebanon is essentially an
internal. Lebanese situa-
tion which would be best
solved by the establish-
ment
or
re-
establishment of an ef-
fective Lebanese fighting
force under the govern-
ment's control and direc-
tion.
UN forces were not re-
, quired on the border area,
well placed sources ar-
gued, since there was no
conflict or territorial dis-
pute between two states,.
Israeli observers were
speculating on President
Sarkiss' possible inten-
tions in motting the pro-
posal (his foreign minis-
ter has been canvassing it •
in meetings with ambas-
sadors in Beirut).
One theory is that the
French might be behind
the move. French foreign
minister De Guirangaud
recently visited both
Beirut and Damascus.
Under this • theory,
France would supply the
bulk of a projected UN
force, and in that way
play its long-desired ac-
tive role in the Mideast
areas of its formei. influ-
ence. _
Another, less desirable,
possibility is that the,
Beirut government
wants a UN presence to
absolve it from responsi-
bility for future renewed
terrorist incursions from
southern Lebanon into
Israel.

The UN, moreover,
would impede Israeli re-
prisal actions.
Several clashes be-
tween Christian and ter-
rorist forces have been
reported near Israel's
border with Lebanon in
recent weeks.
A report from Beirut on
Sunday said that Pales-
tinian forces have agreed
to withdraw from the re-
gion in exchange for a
promise from Syrian
forces not to storm Pales-
tinian refugee camps
near Beirut in order to
disarm the terrorists.

Rabbi Joseph P. Sterns-
tein, president of the
Zionist Organization of
America, has called for a
full investigation of re-
ports that Arab students
in the United States have
turned over to the Pales-
tine Liberation Organi-
zation millions of dollars
they received through
fraudulent insurance
claims.
An estimated $5 million
has been funneled to the
PLO since 1970 through
these methods. Some 60
Arab students have al-
ready been arrested in
California on this charge.
The ZOA leader said
the investigation shoUld
be conducted by the Jus-
tice Department,' the
Federal Bureau of Inves-
tigation, the Immigration
and. Naturalization Ser-
vice, the insurance coin-
-panies and the approp-
riate Congressional
committees.

Hadassah-Pledges
$2 Million to JNF

NEW -YORK (JTA) —
Hadassah has pledged
$2,100,000 over a three-
year period to the Jewish
National Fund toward
the cost of developing the
mountainous wilderness
above the Galilee in
northern Israel into an
area of industrial com-
plexes, Fannie Cohen, na-
tional JNF chairman, re-
ported to the Hadassah
Mid-Winter Conference
in New York.
