His name was reportedly on the list of candidates for the Internal Revenue post submitted to the President by Secretary of the Treasure W. Michael Blumenthal. Hansell previously saw government service as as sistant general counsel for the National Science Foundations, according to the Cleveland Jewish News. He was also interim general counsel for the board of incorporators that established Amtrak, the national passenger railroad service. Hansell, like Vance, a graduate of Yale Law School, is also a graduate of the Massachusetts In- stitule of Technology. He has served on the board of the Jewish Family Ser- vice Association in Cleve- land and is a member of the Delegate Assembly of the Jewish Community Federation. NEW YORK (JTA) — Two Jewish lawyers, prominent in their com- munities, have been nominated to high posts in the Carter Administra- tion. Jerome Kurtz, a tax ex- pert and partner in a Philadelphia law firm, is slated to become Com- missioner of Internal Re- venue pending his con- firmation by the Senate. Herbert J. Hansell, head of the corporate and securities department of a major Cleveland law firm, has been picked as legal advisor to Secretary of State Cyrus R. Vance, the State Department's top legal post. His ap- pointment is expected to be announced shortly. Kurtz has played an ac- tive role in the Federation of Jewish Agencies of Gre- ater Philadelphia. He is vice chairman of the Fed- eration's Endowment Fund Tax Committee counsel to the Federation Foundation and a member of the Federation Board. According to Jewish law, a woman who has not obtained a "get" (Jewish divorce) is still considered the wife of her Jewish husband and any chil- dren born of a second marriage are illegiti- mate. A Likud Victory? Law Program in Jerusalem NEW YORK (ZINS) — Simha Erlich, a leader of Likud, believes that Labor will be considera- bly weakened in the May elections. He believes that Labor will win 35 seats if Yitzhak Rabin is selected to lead the party and 38-40 seats if Shimon Peres leads the party. He expects the Na- tional Religious Party to win nine seats, compared to its present 10; Arik Sharon's list to win 1-2 seats; • the Independent Liberals two (instead of four); Shulamit Aloni's party to lose_ all three seats; Yigal Yadin's Movement for Change to win 6-8 seats; and the Communists to win 6-7 seats (instead of four) be- cause of Arab support. - He believes Likud will win 38-40 seats and may be asked to form the new government. WASHINGTON • — The Eighth Law and Policy Institute Abroad will be conducted at the Law Fa- culty of the Hebrew Uni- versity of Jerusalem this Summer under the spon- sorship of the American University's Washington College of Law. Participants in the July 14-Aug. 20 program will explore legal, social and economic institutions with representatives of the Israeli community, besides taking one or two of the scheduled courses taught in English. Technion Invents a New Bonding HAIFA — Researchers have succeeded in joining materials hitherto be- lieved impossible to bond at Technion — Israel In- stitute of Technology. Dr. Haim Lerchenthal and his colleagues in the Re- search Group for Adhe- sion and Adhesives at this institute's Civil En- gineering. Faculty, have developed a way_ of bond-. ing plastics, such as polyethylene, to them- selves as well as to other materials, such as alumi- num. The bond is so strong that it may exceed the strength of the mate- rial being bonded. Dr. Lerchenthal's bonding process wa.„--- achieved through method known by its ae- ronym "SABRA" (sur- face activation beneath reactive adhesives). Normally adhesion is achieved through a phys- ical bond, but Dr. Lerc- henthal has been able to create a high-energy chemical bond through simple techniques. In addition to polyethylene Dr. Lerc- henthal has been able to bond other polymers such as polypropylene and Tef- lon, which are difficult to bond to themselves as well as to metals and other materials. Arab Aid Deferred .TUNIS. • (ZINS) — Foreign • ministers of Saudi -Arabia, Bahrain, Qatar,-.KuWait and the United Arab Emirates have deferred a decision on more_ financial aid for Egypt and Syria until the- leaders of their countries meet in March.
