U.S. Charges Are Dropped
in Embassy Shooting Case

WASHINGTON (JTA)
— The government drop-
ped charges last week
against, Solomon Peri,
who was arrested in
Perugia, Italy and held
for extradition.
Perl, 22, a student at
the University of
Perugia, was charged
with having fired shots
into the residences of
Soviet Embassy officials
in Hyattsville, Md. last
May 13. He also report-
edly was charged with
theft of a gun and trans-
portation of a weapon
across state lines.

Jewish people and religion
from preceding centuries.

For instance, before the
end of the 4th Century,
Jerome wrote that God
had given the Law (To-
rah) to the Jews "deliber-
ately to deceive them"
and to "lead them to their
destruction." He called
Jewish houses of worship
"synagogues of Satan."
Constantine I called
Jewish places of prayer
brothels.. Theodosius I
regarded marriages with
Jews as adultery.
Theodosius II compelled
the Jews "to observe the
Christian calendar of
fasts and feasts."
Gradually the anti-
Jewish prejudices multip-
lied and resulted in all
kinds of false accusations,
including ritual murder,
profanation of Hosts and
poisoning of wells. These"
superstitious charges led
to killings of Jews.
Heart-breaking is James
Parkes' description of the
mass murders committed
by the participants in the
First Crusade (1096). The
brutalities they perpet-
rated in Speyer and
Worms were the most
heinous.
In Speyer, where the
Jews were protected by
the local bishop, the
Crusaders plotted a sur-
prise attack. They
planned to strike sud-
denly and unexpectedly
during the Sabbath
morning service.
The Jews diS'covered
the plot and advanced the
time of the service to
avert a slaughter.
Incensed, the Crusad-
ers attacked Jews they
encountered in the street,
killing many.
The bishop, as soon as he
learned of the massacre,
assembled his troops, re-

pelled the Crusaders, and
seized the townspeople
who assisted them. The
latter were punished "by
having their hands cut
off."
Altogether different
was the situation in
Worms where the secular
and ecclesiastical powers
were weak. There the
Crusaders and
townspeople, fearing no
one, murdered scores of
defenseless Jews and
threatened to slaughter
those who had taken ref-
uge in the,castle, unless
they accepted baptism.
Realizing the
hopelessness of the situa-
tion, the Jews decided to
kill each other rather
than forsake their faith.
The only reaction of
Pdpe Urban to all this was
condemning Henry IV for
permitting the baptized
Jews to return to Judaism
in 1098.
Thorough is the author's
analysis of Jewish com-
munal leadership in
medieval Europe, Accord-
ing to Parkes, there never
existge in Europe a single
auth6i-ity that had com-
plete jurisdiction over en-
tire communities.
The attempt in 1407 by
Ruprecht, - the Roman
king, to establish a chief
rabbinate for Germany
on the model of an arch-
bishopric was a total fail-
ure.
However, the institu-
tion of Jewish synods re-
sembling Christian coun-
cils was effective. Their
principal objective was to
decide matters, such as
excommunication, pro-
tection of the community
and preservation of the
Jewish people.
The book's appendices
contain specimens of
charters and records of
indebtedness written in
Latin. A clause in the
"Charter of Edward I to
the Jews of England
(1275)" reads: "And each
Jew after he shall be
Seven Years old, shall
wear a Badge on his outer
Garment; that is to say, in
the Form of Two Tables
joined, of Yellow Felt, of
the Length of Six Inches,
and of the Breadth of
Three Inches."
"The Jew in the

_Medieval Community" is
a comprehensive study of
Jewish-Christian rela-
tions in the Middle Ages.
The Rev. James Parkes
is the author of "The Con-
flict of the Church and the
Synagogue."

'Shalom Neighbor'
Program Expands

BUFFALO (JTA) — A
"Shalom Neighbor" pro-
gram to welcome Jewish
newcomers to Buffalo,
started 20 years ago by
the Buffalo section of the
National Council of
Jewish Women, has be-
come a joint service of the
section and the United
Jewish Federation's wo-
men's committee which is
expected to bring a sub-
stantial increase in the
program.
Mrs. Renee Izikoff,
chairwoman of the pro-
gran, said that about 20
newcomers a year were
helped by telephone calls
and visits to their homes.
