No Concussion Bombs for Israel WASHINGTON (JTA) -- The White House an- nounced last week that the United States will not sell concussion bombs, known as CBU-72, to Is- rael. Presidential Press - Secretary Jody Powell said that decision was re- lated to a U.S. reassess- ment of its need for the CBU for its own forces and that the U.S. has no intention of selling it to any country. • He said that two other of the four advanced weapons systems prom- ised Israel by President Ford last October would be provided. These are M-60 taftks and 155 mm. Howitzers. But the FLIR, a ward-looking infra-red ar system promised by d, is also being with- :1* held, Powell said. He ad- ded, however, that "in- tensive discussions about this night vision radar apparatus in under way" . with Israel. 0r • Powell said that "no vow" was made by the Car- ter Administration that it would not review or alter decisions made by the. pre- vious Administration. He said the decision on the CBUs is not inconsis- tent with what President Carter has said previ- ously and neither it is in- consistent with his oft re- peated commitment to the security of Is- rael.State Department spokesman Frederick Z. Brown told reporters la- ter, in reply to queStions, that the decision not to sell CBUs to Israel was made earlier last week but Carter and Secretary of State Cyrus Vance felt it was desirable to make no announcement until Vance communicated the decision personally to the Israeli government. Arab governments, notably Egypt, strongly opposed the transfer of concussion bombs to Is- rael and their views ap- parently were shared by influential elements in the State and Defense Departments. Some observers said the denial of the bombs to Israel was a tactic Vance used to indicate to Arab leaders the Carter Ad- ministration's intention to be objective in its rela- tions with Israel and the Arab states. 14 American Jewish Leaders Meet With Mexico's Portillo WASHINGTON (JTA) —A group of 14 American Jewish leaders told Mexi- can President Jose Lopez Portillo that his country's recent votes in the United Nations had "done much to ease past strains." Geldbart, as editor and publisher, will be the fourth editor in the newsweekly's 53-year history.
