Reform Act of 1976.
The law has radically
changed the rules for de-
termination of the basis
of all property acquired
from decedents. Accurate

keeping now becomes a
must. Without such re-
cords, the burden on
property owners, execu-
tives and trustees poses a
real and cumbersome
problem.
When a property owner
dies, his or her executor
or trustee must deter-
mine the acquisition date
and the deceased's origi-
nal or adjusted cost basis
for every asset that will
be subject to the federal
estate tax.

With complete records,
the expense of administer-
ing an estate plan can be
substantially reduced.
Such records must be
quickly available in order
to assure the prompt and
efficient administratidn of
an estate.

_Under the old rule,
there was a step-up in
cost basis at death to the
value of the property at
death. The tax reform act
eliminates this "step-up -
so that unrealized ap-
preciation on property
occurring during a tax-
payer's lifetime may be
subject to capital gains
taxes when the ap-
preciated property is sold
by -the heir of the - de-
ceased.
Property held on Dec.
31, 1976 will be given a
new cost basis at death
equal to the Dec. 31, 1976
value which is deter-
mined in such a way as to
make appraisals as of
that date unnecessary.
This significant change in
the basic rule may have a
serious effect on the es-
tate's need for liquidity.
This is just one of the
reasons for review— with
complete and accurate
records readily available.

of 30 of the world's top
men tennis players will
compete at the Israel
Tennis Center in Ramat
Hasharon, in Israel's first
Grand Prix tennis tour-
nament, allocated by the
ATP. The tournament
will begin May 2, and
$75,000 in ,prize money
will be awarded at the
eight .day meet.
After completion of its
first center in May the Is-
rael Tennis Center proj-
ect will build satellite
courts in 'Jerusalem,
Haifa and Beersheba.

fered by Federal Trade
Commissioner Paul Rand
Dixon to consumer advo-
cate Ralph Nader for cal-
ling him a "dirty Arab,"
Jewish organiz'ations
said that they were hold-
ing to their views that
Dixon still owes all
Americans an apology
and that there is no place
in the government struc-
ture for people who use
racial slurs.
Benjamin R. Epstein,
national director of the
Anti-Defamation League
of Bnai Brith, Bertram H.
Gold, executive vice presi-
dent of the American
Jewish COmmittee, ,and
Richard Cohen, spokes-
man for the American
Jewish Congress, all cal-
led for an end to religious
