Accord PARIS (JTA) — Seven- teen of the 19 member- states of the Council of Europe signed in Stras- bourg the European con- vention an joint mea- sures against terrorism. Only Ireland, because of its own involvement in northern Ireland, and Malta, .because of its pro-Arab line, refused to sign the convention which describes as "common law crimes" practically all terrorist attacks. The French delegate, Pierre Christian- Tait- , tinger, signed the ,con- vention but said France will ratify it only after the nine European Economic Community member states conclude their own j oint work on this subject. -In an interview with the New Israel Budget Meets Opposition JERUSALEM - (JTA) — Premier Yitzhak Rabin's minority government submitted its $13.5 billion. budget for fiscal 1977-78 to the Knesset, but ran into stonewall opposition from Likud, the National ligious Party and its uctant coalition part- - r, the Independent Liberals. Yisrael Kargmann of the Labor Alignment, chairman of the Knesset Finance Committee, said that even if it passed the first reading, slated this week, it . might not weather the second and third readings. In that case, the gov- ernment would have to present an interim budget pending the May 17 elections and leave the final budget to the next government. French Jewish weekly, ` "Tribune Juive," French President Valery Giscard d'Estaing explained that the convention makes ex- tradition for terrorism mandatory. He said that theoretically this would bind France to extradite to a potential dictatorship people accused of terrorist attacks. This is the first time in French history that a French president has granted an interview to a Jewish publication. In Jerusalem, Justice Minister Haim Zadok ex- pressed the belief that the French release of Palestinian terrorist Abu Daoud will result in the "tightening of the strug- gle" against terrorism in many countries. * * * Israel Shuns French Envoys JERUSALEM (JTA) — The visit to Israel by Fr- ance's Minister of Com- merce and Economy, Michel d'Ornano, has been postponed indefi- nitely • for political reasons. Israel last week turned down an invitation to at- tend the inauguration of the European Parlia- ment's new building in Strasbourg. Israel's Ambassador to France, Mordechai Gazit, is still in Israel after having been called home two weeks ago "for con- sultations" following Daoud's release. However, Foreign Minister Yigal Allon is still expected to meet French Foreign Minister Louis de Guiringaud in Brussels Tuesday when Israel signs an agree- ment with the European Economic Community.
