WASHINGTON (JTA)
— Cyrus Vance, who be-
came secretary of state
on Thursday, will visit Is-
rael and four neighboring
Arab states at the end of
February or early in
March in the first of two
steps the Carter Admin-
istration is planning to
deal with the Middle East
situation.
The second step, ac-
cording - to informed
sources, will be President
Carter's meetings in
hington, beginning
y next spring, with

cials declined to discuss
Vance's trip inasmuch as
he - will not take office
until after Carter's inau-
guration, but they ac-

rael, presumably in that
order, to assess prospects
for new negotiations lead-
ing to an Arab-Israeli set-

Reports of the Vance
trip followed the secretary
of state-designate's meet-
ings in Washington with
the - amiSassadors of the
four Arab countries at the
state department and a
conversation he had with
Israeli Ambassador
Simcha Dinitz last week.
The "crash diplomatic
venture", as one source
described it, was promp-
ted only partly by the Arab
"peace offensive."
Officials here indicated
that the primary consid-
eration was Vance's as-
sessment of the general
situation in the Middle
East. _
Premier Yitzhak Rabin
of Israel is reported to
have been invited to
Washington in late
March to become the-first
Middle East leader to
meet with Carter. His
visit would take place
about six weeks before Is-
rael's general elections
scheduled for May 17. -

said that in the event that
Israel's Labor Party de-
cides at its convention
next month to replace
Rabin with Defense
Minister Shimon Peres,
both Peres and Rabin
would be invited to come
to Washington in March.
The Israeli visit will be
followed in April with vis-
its by President Anwar

Meanwhile,- Vance an-
nounced officially that
Alfred L. Atherton Jr.
will remain as assistant
secretary of state - for
Near Eastern and South
Asian affairs. Vance also

lied about his World War
II activities and Iron
Guard membership when
he entered the U.S. and
when he applied for citi-
zenship, has been post-
poned for one week.

deposition in the case has

State Henry A. Kissinger
bid a formal farewell to
his assi-stants and staff

dersecretary of State

secretary prior to Vance's
inauguration. Kissinger
will spend several days in
New York and will vaca
tion until about March 1.
The Georgetown Center
for Strategic and Inter-
national Studies dis-
closed that Kissinger will
become affiliated with
Georgetown University
and will lecture at the
foreign service school
there. He also will work
on a book.
'PLO Still Wants
to Destroy Israel'
NEW YORK (JTA) —
Israel's Ambassador to
the United Nat-ions,
Chaim Herzog, warned
against over-optimism
about peace in the Middle
East based on statements
made by leaders of the
Palestine Liberation Or-
ganization.
Addressing more than
100 Israel Bond leaders at
the first Northeastern
Inaugural Leadership
Conference of the Israel
Bond Organization last
Friday, Herzog said that
despite media accounts of
PLO moderation, Israel
does not believe the PLO
will suddenly change its
policy of terrorism and its
avowed aim to destroy Is-
rael.
Herzog condemned
France's release of Pales-
tinian terrorist Abu
Daoud as an example of
"pure cowardice" and
surrender to "pressure by
the Arab governments
and the threat of PLO and
other terrorist groups."
He called on American
Jewry to increase its ef-
forts for Israel Bonds as a
means of strengthening
Israel's voice on the in-
ternational scene and
achieving "dignity and
strength in our role as
spokesman for the Jewish
people."
