Arabs Preparing for Knesset Elections

TEL AVIV — The Arab
electorate in the Knesset
elections will total
220,000 voters. Among
the Arab voters are about
50,000 youngsters, who
will vote for the first time.
There is a "revolution"
in the. Arab population.
Youngsters demand more
representation instead of
the old, traditional Arab
deputies.
The two Arab Knesset
deputies, Leif Edin Saubi
and Jabr Muadi from the
."Progress and Develop-
ment" list, which is
aligned with the Labor
Party, have announced
that they will run again.
They have sought
Sheikh Muh-arped Haz-
zan Elgadiz from the vil-
lage , Bir-Markssur in
Galilee as a third candi-
date. He is the leader of
the Bedouin in the north.
But the Bedouin in the
south are also preparing
for elections. There will be
a Bedouin list headed by
Knesset member Sheikh
Hamad Abu Rabia, which
will run as an independent

list, not aligned with
Labor's Maarakh.
The Druze demand
good places in the list of
the Maarakh. Their lead-
ers are the counselor of
President Ephraim Kat-
zir, Kamel Mansour. He
was a representative of
the Israeli,Foreign Office
in the U.S. and thinks
those 24,000 Druze. Voters
have a claim to a safe
place in the Maarakh list.
The second candidate of
the Druze members of the
party is Kemal Kassen, a
lawyer and now a coun-
selor to the Minister for
Commerce and Industry
Chaim B ar-lev. He served
in the Israeli Army and
was 12 years abroad in
the service of the Israeli
government. He hopes
that can draw votes from
Moslem and Christian
Arabs.

gained in the last elec-
tions because of the
Konig Memorandum
(which warned the gov-
ernment to act because of
the high birth rate of the
Arab population, espe-
cially in Galilee).
Konig, a high govern-
ment official in the
northern district is a
member of the Mafdal
and his memo caused
great bitterness among

outside the government
