Peat to Be New Fuel Source
to Create Israel Electricity
JERUSALEM — Peat

next decade, according to
a five-year plan an-
nounced recently by
Commerce and Industry
Minister Haim Bar-Lev
and the Minister's chief
scientist, Yitzhak
Ya'acov.
The organizational
framework for the peat
project is to be set up in
the next few weeks. The
project is expected to
yield fuel for the produc-
tion of 1,000 megawatts of
electricity eventually.
Major decisions regard-
ing research and indus-
trial planning will have to
be taken within two or
three years, Bar-Lev and
Yitzhak Ya'acov told the
press.
The plan envisions that
by 1980 Israel will export
$1 billion worth of goods
based on local research
and development.
To achieve this target,
investments in research
and development are to
increas.e _significantly.
They were $11 million in
1974 aqd will reach $97.2
million this year. To
achieve the export target,
about $77 million will
have to be invested bythe
end of this decade.
Also manpower in-
volved in research and
development will have to
go up to 3,500 scientists
from the present 1,500.
Ya'acov also said that
solar energy projects,
electronics, medicines
and food processing
machines seem today to
be the most promising
subjects far research and
development.
Referring to this year's
export estimates, Minis-
ter Bar-Lev hinted that
Israel will seek a new
agreement with the In-
ternational Monetary
Fund, which will make it
possible for export incen-
tives to be increased.
