Kelner, sentenced to a three-year term, is now in the Manhattan Correc- tional Center awaiting transfer to a federal prison. He will be eligible for parole after - serving one year. Kelner also pleaded guilty to probation viola- tion on a sentence for threatening, on a televi- sion program, the life of Yasir Arafat, the head of the Palestine Liberation Organization, when Arafat came to New York in 1975 to address the United Na- tions General Assembly. Jaffe said Kelner will be sentenced by another federal judge, on the pro- bation charge and faces up to a one-year term which will be either con- current or in addition to his three-year term on the federal weapons in- dictment. Kadum Marks 1st Anniversary KADUM (JTA) — The Gush Emunim settle- ment of Kadum marked its first anniversary with a celebration Saturday night that lasted until the next morning. Among the thousands of persons who came to this Samarian settlement were Welfare Minister Zevulun Ham- mer, Chief Ashkenazi Rabbi Shlomo Goren, Likud leader Menachem Begin, Ariel Sharon of Shlomzion and other members of the Knesset. The settlers welcomed the guests in the cold clear December night with songs, dances and the lighting of a large Hanuka menora: Goren said the presence of thousands at the celebra- tion indicates that the victory of the Hashmonai has its spirit still alive in the people that co-me to settle in Israel and is im- bued in the settlers of Kadum. He 'criticized the erosion in the belief that the Jewish people have the right to all of Eretz Israel. Hammer's presence at the ceremony may have widened the rift between Premier Yitzhak Rabin and the National Reli- gious Party since the government is on record that the Kadum settlers must withdraw from the settlement which adjoins an army base in Samaria. The Kadum settlement resulted as a compromise between the government and supporters of the ultra-nationlist Gush Emunim movement after members of Gush Emunim sought to start an illegal settlement outside Nablus last Hanuka. In June the government offered the Kadum settlers alterna- tive sites but they refused them. Hammer said Saturday night his presence was legal since the govern- ment had approved it with the provision that it not be a permanent set- tlement. But on Friday, Justice. Minister Haim Zadok said Kadum cannot receive any government assistance for housing or industry since the gov- ernment has not ap- proved Kadum as a set- tlement. But Gush Emunim has been developing Kadum as a permanent settle- ment. The settlers dis- played the products they are manufacturing and claimed that they were selling them in the United , States..,, ,Benni atiai wer; ;the:, itegue'Wh;, v r. p i , • tative of the settlers, said an electronics plant is about to be constructed and plans are being pre- pared for an urban center to provide homes for 10,000 people.
