Would Meet PLO
at Geneva: Poll

TEL AVIV (JTA) — A
poll published by Haaretz
claimed that 39 percent of
Israelis would accept par-
ticipation by the Pales-
tine Liberation Organi-
zation in a reconvened
Geneva peace conference
if the PLO recognized Is-
rael's right to exist.
The poll, conducted by
the Pori Public Survey
Group, said that 47 per-
cent of the respondents
supported the govern-
ment's official position
that it will not negotiate
with a terrorist group
under any circumstances.
No opinion was regis-
tered by 13.5 percent.
The results of the poll
indicated a slight shift in
favor of negotiations with
the PLO though no basis
of comparison with ear-
her polls was given.

NEW YORK (JTA) —
President-elect Jimmy
Carter named Rep.
Andrew Young (D-Ga.), a
former associate of the
late Dr. Martin Luther
King Jr. to be the next
U.S. Ambassador to the
United Nations.
Young, 44, was the first
black elected to Congress
from the deep South in
this century and the first
black that Carter has am
pointed to a high post in
the incoming Adminis-
tration.
Young served as execu-
tive director of the
Southern Christian
Leadership during the
civil rights struggle
headed by Dr. King in the
1960s.
Rabbi Alexander M.
Schindler, eh-airman of the
Conference of Presidents
of Major American Jewish
Organizations, hailed
Young's appointment and
praised him as "a man of
courage and intellect, of
deep , compassion and
broad understanding."
Schindler noted that
"as a member of Con-
gress, Andrew Young has
compiled a distinguished
record as a warm friend,
ardent supporter and
eloquent advocate of
American' economic and
political support of Is-
rael."
The National Council of
Young Israel expressed
its "substantial pleas-
ure" at the appointment
of Young.
Young has spoken out
in defense of Israel dur-
ing his tenure in Con-
gress. In 1973, at the time
of the Yom Kippur War,
he joined in a statement
by the Congressional
Black Caucus proclaim-
ing that "the "the U.S.
has a moral obligation not
only to the Israeli people
but to ourselves to pre-
serve Israel's sovereign-
ty." In August, 1975 The
was one of 10 black mem-
bers of Congress to con-
demn Arab attempts to
suspend Israel from the
UN and to call on Con-
gress to declare to the
world that suspension
was "morally untenable."
When television news-
men questioned Young in
New York about his views
on urgent matters before
the UN, such as the Middle
East conflict, he observed
that the Arab states were
using Israel as a "whip-
ping boy" to get at the U.S.
Meanwhile, President
elect Jimmy Carter's ap-
pointment of Zb.igniew
Brzezinski, Warsaw-born
history professor at Co-
lumbia University as Na-
tional Security Advisor at
the White House was seen
as bringing about a
"much more morai
foreign policy" by the
United States, seasoned
Capital observers said.
Brzezinski was asked
by American Professors
for Peace in the Middle
East last May 21 how his
policy would differ from
Secretary of State Henry
A. Kissinger's in respect
to the Arabi-Israeli con-
flict.

Israel Prices Rise
JERUSALEM (JTA) —
The consumer price index
rose by 4.5 percent..during
November, the Central
Bureau of Statistics
announced.
The rise put inflation at
a 34.4 percent rate since
last January. It is ex-
pected that the annual
rate of inflation will be 37
percent, about -five per-
cent higher than the
annual budget projected.
Food products in-
creased at the highest
rate, 8 percent in one
month.

Nazi Sentenced
for War Crimes
AMSTERDAM (JTA)-
Lambertus Johannes
Loyen, 58, was sentenced
to life imprisonment by a
Roermond district court
for war crimes which he
committed as an SS camp
guard at the Bobruisk
forced labor camp for
Polish Jews in 1942-43.
The court found him
guilty of having person-
ally killed over 100 Jews
in a most sadistic man-
ner. The witnesses
against him were four
survivors now residing in
Israel and one in West
Germany.
The court rejected the
plea of the defense that it
was not competent to try
Loyen since he had com-
mitted his crimes outside
Dutch territory and
against non-Dutch citi-
zens and that by volun-
tarily joining the SS he
had lost Dutch citizen-
ship.
The defense has not yet
decided whether to ap-
peal to the Supreme
Court.
