vening the Geneva peace
conference should be in
accordance with Security
Council Resolution 338
which was adopted after
the Yom Kippur War, not
in accordance with Gen-
eral Assembly resolu-
tions.

sibility of his pending
visit to the Mideast. Her-

heim said.
Waldheim also stated
that he believed the PLO
would be satisfied with a
West Bank-Gaza state
having diplomatic and
commercial ties to Israel
and Jordan.
Waldheim said that he
believed late spring of
next year would-be a good
time for reconvening at
Geneva. -

that Israel has asked the
United States to use its in- -
fluence on Secretary Wal-
dheim and persuade him to
slow his efforts to recon-
vene the Geneva confer-
ence on the Middle East
next year.
Sources said that Israel
has told Washington that
efforts by Waldheim to
spur the Geneva talks
rather than wait until the
Carter administration is
able to tackle the issues

Department of trying to
present President-Elect
Carter with a Middle East

the National Executive
Committee. of the ZOA
(Dec. 12), charged that
the State Department
was trying to force Israel
into a position of weak-
ness from which it would
be vulnerable to Arab at-
tacks.

elect Carter "to keep an
open mind on the issues of
the Middle East and not
to allow the establish-
ment of facts during the
transitional period."

Negev Coal and Power Tunnel
Seen as Petroleum Alternative
JERUSALEM (JTA) —
Israel, in need of new
energy sources, is search
ing the• Negev for coal
deposits and plans a giant
hydra-electric project
utilizing the waters of the
Mediterranean.
Prof. Yitzhak Yaacov,
chief scientist of the
Minstry of Commerce and
Industry, told newsinen
that traces of coal were
found in the Negev in the
past.
Drilling will begin soon
in the Dimona region to
see if sufficient coal exists
to make its extraction
practical. Yaacov said
that the government is
anxious to use coal as an
alternative to high-priced
oil. One power plant in Is-
located at Hadera,
burns coal fuel and others
may be built.
Yaacov said that plan-
ning will be completed by
the middle of next year
for a tunnel from the
Mediterranean to the
Dead Sea. The latter lies
more than 1,000 feet
below sea level and the
water would be used to
generate electric power.
The government will de-
