The Israeli initiative
originated with Allon as a
response to the Arab
peace offensive. Allon
realized the complica-
tions involved in reaching
a decision when the Gen-
eral Assembly sums up its
Middle East debate this
week and decided that Is-
rael would issue a "simple
and clear" call for re-
sumption of the Geneva
peace talks in their origi-
nal forth, sources said.
Accordingly, he confer-
red by telephone with
Ambassador Herzog and
afterwards drafted the
proposal which was pre-
sented to Premier Yit-
zhak Rabin. Friendly
countries were inforrried
of the impending move
and asked to support it.
Last week, at the open-
ing of the Mideast debate,
in the UN, Herzog de-
scribed the proceedings
as another "fruitless bar-
ren" discussion that will
serve no other purpose
than "satisfying the

whims of the few Arab
politicians who want to
score politically regard-
less of the effects the de-
bate- may have in the
Mideast."
In other actions at the
UN, Secretary-General
Kurt Waldheim was
elected to a second term
of five years, and a West
German resolution that
would outlaw holding
hostages by terrorists
seemed likely to be with-
drawn because of Arab
opposition.
Libya, supported by
other Afro-Arab coun-
tries, is seeking to make
the measure applicable

only when "innocent"
hostages are involved.
