Bnai Brith, AJCongress Blast Jews Who Met PLO Envoys in Washington, New York
WASHINGTON (JTA)
— David M. Blumberg,
president of Bnai Brith,
denied that his organiza-
tion was "in any way" in-
volved in a, meeting with
representatives of the
Palestine Liberation Or-
ganization "or had any
prior knowledge of such a
meeting."
He added that "Bnai
Brith was not asked to
meet with any PLO rep-
resentatives nor would
--kgree to such a meet-
i 'we had been asked."
iBnai Brith spokes-
man said the organiza-
tion was responding to
reports circulated by a
wire service and pub-
lished in some newspap-
ers that implied that
Herman Edelsberg, who
retired 10 months ago as
director of Bnai Brith's
International Council
and is now a consultant to
it, attended the meeting
in an official Bnai Brith
capacity.
The JTA had reported
that the Jewish particip-
ants in the meetings with
the PLO representatives
-
in Washington and New
York were there as indi-
viduals and not as rep-
resentatives of their or-
ganizations. This included
Edelsberg who, after the
meeting' in Washington,
wrote a memorandum on
the incident.
At the same time,
Richard Cohen, associate
executive director of the
American Jewish Con-
gress, issued a statement
saying the AJCongress
"deplores any talks by
representatives of
American Jewish organi-
zations with the Pales-
tine Liberation Organi-
zation."
Referring to the „pre-
sence of David Gorin of
the AJCongress at the
meeting in Washington,
Cohen said:
"We regret the unau-
thorized attendance of a
brand new member of our
staff, who was in fact
spending his first day on
the job, at a meeting of
the American Friends
Service Committee in
Washington last month
JDC Report Seeks Change

major internal changes in
the JDC as well as
changes in its programs.

long-term planning and
emergency capabilities

JDC programs to local
control whenever possi-
ble, strengthening of pro-
fessional and lay leader-
ship, and inclusion of
world Jewish leaders in
the JDC work.
Recommendations for
the JDC's overseas prog-
rams included:
• In Israel, priority
should be given in future
*planning to completing
the programs undertaken
to develop certain service
areas (care of the aged,
chronic illness and hand-
icapped children); and
priority should be given
to manpower programs in
the human services.
• In Iran, where the
Jewish community has
benefitted from the gen-
erally improved economy,
the JDC should work with
the existing Jewish com-
munal leadership to bring
about a gradual transfer
of responsibility for the
operation of community
programs to local spon-
sorship.
• In Romania, the JDC
maintains an extensive
program, mainly for el-
derly survivors of the
Holocaust, through the
Federation of Jewish
Communities. Since the
federation is officially
recognized by the gov-
ernment as a religious
community, it is impor-
tant to strengthen the
religious-cultural iden-
tity of the federation and
thereby assure the con-
tinuation of JDC's vital
health and welfare prog-
rams in that country.
• In North Africa,
where there is little hope
for the remaining Jewish
communities, detailed
consultations are needed
to meet the changing
needs of a dwindling
population.

In New York, Marjorie
Merlin Cohen, executive
director of the National
Council of Jewish Women,
stated that the presence of
Olya Margolin, a staff
member of NCJW, at the
meeting in Washngton
with representatives of
the PLO "in no way rep-
resented Council's policy"
and "we dissociate ourse-
lves completely from her
action."
Meanwhile, President
Ford was urged by the
Conference of Presidents
of Major American
Jewish Organizations to
prohibit the opening of a
PLO office in
Washington.
