The commission, com-
prised of six Senators, as
many House members
and one representative
from each of the Depart-
ments of State, Defense
and Commerce, is headed
by Rep. Dante Fascell
(D-Fla.), who has long
been a supporter of U.S.
governmental action to
help Jews and others in
the Soviet Union. Among
its members is Rep. Milli-
cent Fenwick (R-N.J.),
who sponsored the legis-
lation to establish it.
This commission has
received its first report —
a 3,500-word summary of
"Soviet Obligations and
Abridgements" of the
Helsinki Declaration
from William Korey, di-
rector of the Bnai Brith
International Council,
who is an authority on the
struggle to help Soviet
Jewry.
While concentrating on
the Helsinki Accords
signed by the Soviet, Un-
ion, the United States and
33 other nations, the tone
of the Korey report recalls
the grievances set forth at
the Brussels conference
this year and five years
ago.
The first conference
with its stress on world
action was a factor that
induced the Soviet gov-
ernment to relax its
emigration barriers and
allow 67,000 Jews to
emigrate in two years —
1972-73. Then, as an act of
defiance to the Jackson-
Vanik Amendment, the
Soviets dropped the
number to 20,000 in 1974
and lowered it to an an-
nual rate in 1975 and this
year of 13,000.
"The persistence of a
fairly fixed monthly rate
strongly suggests a pat-
tern arbitrarily and
selectively determined by
the authorities," Korey
says. That the USSR is
determined to restrict its
emigration rate is also
indicated, Korey adds,
"by the gross dispropor-
tion between the number
of family reunification
`affidavits' requested by
Soviet Jews from rela-
tives in Israel and the
number allowed to emig-
rate."
Korey says the "re-
fuseniks persistently re-
fused exit visas, some
more than eight years,
total more than 1,500
families.

However, "of far greater
significance" than the fai-
lure to treat applications
expeditiously is the "gross
abridgement of the obliga-
tion" to "not modify the
rights of the applicant" or
"members of his family,"
Korey stresses. It is be-
cause of "harassment and
intimidation that would-be
applicants are forcefully
discouraged from making
application for exit visas,"
he notes.
What makes the Soviet
Jewish
community's
"plight so poignant" since
1948 is "the absence of
national or ethnic in-
stitutions," Korey ob-
serves.
Only one yeshiva exists
in the USSR, he says, and
"it does not have a single
student studying for the
rabbinate." The number
of synagogues has been
reduced to 61 and the
number of rabbis is "pos-
sibly one-half dozen.
"At the same time,
Soviet official propagan-
dists, through books,
journals, newspapers and
lectures, have been con-
ducting a ferocious and
virulent campaign
against Judaism and its
principal works — the
Torah and the Talmud.
The campaign, which is
directly linked with a
propaganda drive against
Zionism, gives expression
to insidious forms of
anti-Semitism. Such
propaganda subverts the
very purpose and intent
of the Helsinki declara-
tion."
