Jewish Agency Votes to Unite Immigration, Absorption

LONDON (JTA) — The
Jewish Agency's board of
governors has followed
the Zionist Executive in
endorsing the proposal to

concentrate immigration
and absorption of settlers
in Israel under a single
authority instead of di-
viding the functions be-
tween the Jewish Agency
and the Israeli Absorp-
tion Ministry.
However, the gover-
nors, who finished a two-
day meeting in London
here Tuesday, said that
the proposal, known as
the Horev Report, en-
tailed complex legal, pro-
cedural and financial
problems. The agency
would therefore appoint a
special committee to
study them.
Max Fisher, chairman
of the governors, told the
press that his colleagues
had also studied a report
on the agency's own
workings drawn up by
Profs. Bower and
Rosenbloom of the Har-
vard Business School.
There would be further
studies of the agency's
staffing policy.
Yosef Almogi, the

Executive chairman, said
that in the coming year the
agency expected to raise
$440 million and, like last
year, would have to oper-
ate on a deficit. Fund-
raising, already suffering
from the world-wide eco-
nomic situation, had now
been further hit by the de-
valuations in Mexico and
Australia, although they
had been partially offset
by Israel's own series of
currency devaluations.
Both Fisher and Al-
mogi spoke of the need to
improve the fund-raising
techniques of the agency
around the world and to
strengthen young leader-
ship in the various com-
munities.
It was also officially
confirmed that Moshe
Rivlin is resigning from
the agency after five
years as its director-
general. Unlike Rivlin,
his successor would not
also be the director of the
World Zionist Organiza-
tion. Fisher stressed that
in choosing Rivlin's suc-
cessor the agency would
not be influenced by any
affiliation he might have
to a particular Israeli
party.
BOth men paid warm
tribute to Rivlin who, at
51, is to be the chairman
of the Jewish National
Fund. They hoped that
his successor would be
settled into the job before
the Jewish Agency as-
sembly next June. The
next meeting of the gov-
ernors will take place in
Israel in February.
Meanwhile, Leon Dul-
zin, Jewish Agency treas-
urer, who was in New York
as guest of the United
Jewish Appeal for a week
and visited several cities
on behalf of the UJA cam-
paign, was interviewed
about the recent decision
of. the Zionist Congress
Court which demanded
elections all over the world
for the Zionist Congress
which had been scheduled

for next January but which
has not been postponed as
a result of the court ruling.
Dulzin, who is also the
president of the World
Union of General
Zionists, expressed the
opinion that the Zionist
Congress should -take
place January-February
1978, contrary to the opin-
ion of the chairman of the
World Zionist Organiza-
tion, Yosef Almogi, who,
Dulzin noted, is propos-
ing that the congress take
place in June 1977.
Dulzin noted that in
view of the fact that elec-
tions to the Knesset will
take place November,
1977, having a Zionist
Congress just several
months earlier, during
the heat of the election
campaign in Israel, would

Spain Allows WJC
Members to Gather

PARIS (JTA) — The
World Jewish Congress
office in Paris said that
Spain has authorized the
first international meet-
ing of Jewry since the ex-
pulsion of the Jewish
community in 1492 at the
height of the Spanish In-
quisition.
About 80 delegates
from all over Western and
Eastern Europe — with
the exception of the
Soviet Union — will at-
tend a two-day session
organized in Madrid this
weekend by Spain's
12,000-strong Jewish
community.
King Juan Carlos, who
will receive WJC Presi-
dent Dr. Nahum Goldmann
during the meeting,. ap-
pears to be keen to create
closer ties with Israel.
But fears of an Arab oil
boycott and restrictions
on Spanish trade with
Arab countries are likely
to delay the establish-
ment of diplomatic rela-
tions by Spain with the
Jewish state.
