The Cabinet met in spe-
cial closed session Tues-
day, sitting as a ministe-
rial defense committee, to
consider the movements
of large Syrian forces in
Lebanon and the poten-
tial threat they may pose
to Israel's security.
The Cabinet meeting
followed an announce-
ment Monday night that
Israel has sent rein-
forcements of artillery,
infantry and armored
units to the Lebanese
border to be ready for any
contingency.
Security sources said
the move was precaution-
ary and anticipatory
and was not prompted by

Lebanon but are occupy-
ing certain strategic
roads leading to the
Lebanese border.
It was learned that Is-
rael sent two warnings to
Syria over the weekend
concerning the movement
of Syrian troops in Leba-
non. The warnings were
conveyed to Damascus
through American chan-
nels, one Friday and the
second Sunday night fol-
lowing a meeting of Pre-
mier Yitzhak Rabin with
U.S. Ambassador Malcolm
Toon. The latest warnings
were believed prompted
by the Katyusha rocket at-
tack on Nahariya Sunday
night and the bazooka at-
tack on an Israeli border
patrol Friday.
The messages were said
to have made it clear that
Israel will hold Syria re-
sponsible for curbing ter-
rorist activities in South-
ern Lebanon. Sources

Israel Mobilizes—
Only for Practice

TEL AVIV (JTA) — An
18-hour practice mobili-
zation by Israel's armed
forces took place last
week. It was described by
military circles as re-
markably successful. No
details were disclosed.
The purpose of the
exercise was to determine
how long it would take to
call up the reserves, equip
them and send them off to
battle in case of an
emergency. Several
thousand reserve soldiers
were involved.
Israel took the precau-
tion of informing the
neighboring Arab states
in advance that the
mobilization was only a
practice exercise.

Ayoun road are placed at
about 60 kilometers from

Dulzin Urges One-Year
Delay of Zionist Congress

Leon Dulzin, treasurer of
the Jewish Agency, said
that the 29th World
Zionist Congress should
be postponed until
January, 1978 in order to
avoid conflicting with the
election campaign in Is-
rael.
He disagreed with
Yosef Almogi, chairman
of the Jewish Agnecy and
World Zionist Organiza-
tion Executives, who said
in Jerusalem last week
that the Congress should
be held next summer,
possibly in June.
Dulzin, who is presi-
dent of the World Union
of General Zionists, ar-
rived in New York on a
week-long speaking tour
on behalf of the United
Jewish Appeal.
He said that if the Con-
gress were to be held in
June there is a _great
danger that Zionist issues
would be pushed into the
background because all
the political parties in Is-
rael use the Congress to

presence in Lebanon is
strong enough to impose
restraints on the rela-
tively small terrorist con-
centrations in the south-
ern portion of that coun-
try without Syria itself
sending troops into the
zone adjacent to Israel's
border.
Syrian strength in
Lebanon is said to exceed
30,000 troops and au-
xiliaries and 300-400
tanks. They comprise
eight commando battal-
ions, the 65th infantry
brigade south of Baal-
beck, the 21st infantry
brigade at the Zaharani
oil refineries near the
port city of Sidon and the
132nd infanty brigade at
the port of Tripoli.

general of the Jewish
Agency to replace Moshe
Rivlin who is expected to
be elected chairman of
the Jewish National
Fund next month.
Rivlin will resign from
the post he had held with
notable success for the
past 11 years.
So far, Almogi has en-
countered difficulties fil-
ling the job. He is known
to have approached
Simha Dinitz, currently
Israel's Ambassador to
the U.S., and former In-
formation Minister Aha-
ron Yariv, head of the In-
stitute of Strategic
Studies at Tel Aviv Uni-
versity. Both turned
down the offer.
Premier Yitzhak Rabin
and Foreign Minister
Yigal Allon reportedly
favor former Gen. Ze'ev
Shaham to take Rivlin's
place, but Almogi prefers
to look elsewhere.

tation to the Congress is
based on the 1973 Knesset
elections. He said it would
be more representative to
have it based on the com-
position of the new Knes-
set after the elections,

gress was to have con-
vened in Jerusalem Jan.
17, 1977. It was postponed
after the Congress Court
ruled that elections must
be held in all countries for
Congress delegates.
Dulzin will attend a
meeting of the WZO
Executive Plenary in
London after leaving the
U.S., at which a new date
for the Congress will be
discussed. The Board of
Governors of the Jewish
Agency will meet in Lon-
don Monday and Tues
day.
