In a twist of political
irony, the Soviet Union
has become a satellite of
the Arab states, Israel's
deputy permanent repre-
sentative to the United
Nations said here Sun-
day.

ing the opening event of
the 1977 Israel Histadrut
Campaign at the Labor

watched in disgust as the
Security Council passed
the recent consensus
statement against Israel.
"During the two to
three days of debate, all
the Communist states
spoke up to demonstrate
they are with the Arabs
against Israel," said Am-
bassador Eliay. "That's
100 states against Israel.
The only explanation is
oil and the money behind
the oil.
"The Arab political at-
tack on Israel is beyond
just an attack on Israel. It
is an attack on Jewish
identification, on the
Jewish People, on Jewish
history." Eliav added that
"the purpose of the Arab
program is to de-Zionize
Israel, to serve the link be-

tween Israel and the
Jewish People."
To foil this attempt, he
said, "you must express
your support through so-
cial welfare projects in
Israel, as you do today."
Funds raised in the
campaign will go toward
Histadrut's network of
trade
schools,
health
scholarships,
facilities and cultural
centers — social welfare
projects that Israel's
overburdened people
cannot support alone,
Eliav said.
Both

and
chairman-of-the-day Isa-
dore Shrodeck referred to
the aid that Histadrut
medical terms have ad-
ministered to victims of
the Lebanese civil war.

Morris Lieberman re-
lated highlights from his
recent trip to Israel.
