The sources did not deny that Israel was tak- ing deterent measures against the terrorists but insisted that this was being done from within Israel's borders. Meanwhile, 21 Arab terrorists belonging to two El Fatah cells were uncovered and detained in the Gaza Strip. Seven members of one cell, along with a cache of arms, were found in Khan Yunis. The others, of Gaza and Khan Yunis, were de- tained following an exp- losion Oct. 29 near the Khan Yunis Hospital. Two terrorists were killed in that explosion while preparing a bomb. Arms, including four submachineguns and explosives were found in the possession of the members of the second cell. : • PARIS (JTA) — The representativeg of the foreign ministers of the "Council of Europe" member states have unanimously adopted a European convention against terrorism. The representatives, meeting in Strasburg, approved a text disre- garding "political moti- vations" as an excuse for terrorist acts and calling upon all signatories of the convention to extradite or locally try terrorists. The convention, pre- sented by West Germany, needs the ratification of the governments of three member states to become law. The convention de- scribes in great detail terrorists acts and pro- vides for police and judi- cial cooperation among the member states to prbvent them.
